Gunrunning has hit Cascade. Chilean national Hector Carasco has moved his import/export business to Cascade and is supplying weapons to several groups including the Japanese Mafia or Yakuza. After Ellison and Sandburg are caught in the crossfire of an attempted armored car hold-up, Ellison begins to investigate possibilities.

Because of the large quantity of weapons pouring into the city, Captain Banks calls the ATF and Agent Drennon is sent to help. Needless to say, Ellison and Drennon do not get along. Drennon runs strictly by the book and Ellison feels she takes too many risks and is a danger to others. This feeling is reinforced when one of Jim’s snitches, Sal, is found murdered after speaking to Drennon.

Ellison knows Carasco is involved and asks Blair to get close to Carasco’s daughter, Maya, and see what information he can find out. However, Blair finds himself falling in love with Maya. Maya finds out Jim is a cop and thinks Blair’s only interested to get information. She breaks off the relationship.

AS Ellison and Drennon close in on Carasco, Blair goes after Maya to apologize. Instead, he gets kidnapped and Maya learns some hard truths about her father’s business. Ellison and Drennon get to Carasco’s house in time to save Blair and Maya and Simon gets the drop on Carasco in a warehouse where a gun deal is going down. Carasco is arrested and Maya decides to go back to Chili.
