Siege

Episode 102 (#002) - March 27 1996

Garrett Kincaid and his militia group, The Sunrise Patriots, place the Central Division of the Cascade PD under siege. Their goal is the release of two of their men, Morrison and Alton, who were recently convicted of a terrorist bombing. After taking over the communications room and diverting all field units, the Patriots round up anyone still in the building and move their hostages into the bullpen of Major Crimes. Hostages include Simon’s son Daryl, Simon’s assistant Rhonda, and Joel Taggart Captain of the Bomb Squad. Blair Sandburg, who was at Central to get his credentials to ride along with Ellison, manages to escape the initial sweep by hiding in a bathroom stall.

Ellison, who is away from the squad room on a lunch date with Carolyn Plummer, and Simon Banks, who had a lunch meeting with the Mayor, return to Central to find the building locked down. Kincaid calls Banks about his demands to release his men. To prove he is serious in his demands, Kincaid dangles Simon’s son out a window. Simon concedes to contact the governor about the demands and Daryl is pulled back inside.

Meanwhile, Sandburg has been discovered in the bathroom but manages to knock out the attacker with the stall door. He’s almost found again in the break room, but once again escapes by pushing over a vending machine onto the militiaman. Sandburg is captured when he tries to escape the building through a window onto a window-washing scaffold.

Realizing the situation and the man involved, Banks and Ellison devise a way into Central by traveling underground through the sewer system. Kincaid’s men are released and a helicopter is on the roof waiting for Kincaid to make his escape. Taking Blair with him, Kincaid orders all the remaining hostages to be shot. Jim and Simon make their way into the building, and prevent the mass murder, but several of the Patriots, including Kincaid, escape. Simon captures the main force of militiamen who try to escape in a panel truck, and Jim captures Kincaid with help from Sandburg.

  • The first voice over by Blair Sandburg, the explanation Sandburg gives Ellison for his senses, is used

  • Carolyn’s sister Wendy is mentioned again. It is noted she did not get married

  • Daryl is introduced as an impossible 14 years old
