MISSIONS AND OBJECTIVES

MISSIONS

 

CEMARD  is dedicated to promoting principles of  non-discrimination, human rights, rule of law,  right to freedom of opinion and expression for Bhutanese people  and creating a culture of peace through education and training with a special focus on monitoring, networking and dissemination. It is also dedicated to working for the protection of the rights of Bhutanese refugees in accordance with the rights  conferred by various international laws and reduction of statelessness. By implementing principles of non-discrimination, human rights, minority rights, civil, political, social, economic, cultural rights, freedom of expression and fostering international public law instruments, CEMARD aims to cultivate  social justice in the development of a sustainable peaceful  Bhutanese society.
 

VISION

 

A just and  equitable multi-cultural society of Bhutan in which all individuals and peoples regardless of colour, race, ethnicity, sex, religion, language and creed  are able to contribute equally in the mainstream development process and able to exercise their rights, define and articulate their interests and needs in public policy.

 

GOALS

 

T  To work for the  promotion,  protection and defence of human rights, rights of minorities social justice and elimination of all forms of discrimination, racism, racial discrimination, xenophobia and related intolerance in Bhutan.

 

2.  To promote goodwill, co-operation, non-discrimination and foster tolerance forbearance between and among communities, cultural, linguistic and religious groups for strengthening the  multi-ethnic, multi-religious, multi-linguistic and multi-cultural society of Bhutan.

 

3.  To promote and propagate  principles and provisions of international regime of human rights; civil, political, cultural and economic rights, non-discrimination, tolerance, forbearance, co-existence, equality, social justice, rule of law,  and  rights of minorities among Bhutanese communities.

 

4.  To work for securing justice for religious, ethnic and linguistic minorities suffering discrimination, prejudice and persecution in Bhutan.

 

5.  To work for legislative reforms and  influence the legislative reforms and official policies on promotion and protection of human rights in the country.

 

6.  To Work for the protection of the rights of Bhutanese refugees in accordance with the rights  conferred by various international laws.

7.  

T  To work for work for an early repatriation of Bhutanese refugees with dignity and honour and reduction of statelessness

 

In pursuance of the aforesaid goals, CEMARD shall strive, endeavour and work to achieve the following objectives:

 

AIMS & OBJECTIVES

 

The main aims and objectives of CEMARD are as follows:

 

1.  Establishment and protection of human rights.

 

·    Work for establishment, promotion,  protection and defence of human rights, rights of minorities and elimination of all forms of discrimination, racism, racial discrimination, xenophobia and related intolerance and their elimination  in Bhutan.

 

·    Work for promotion, protection and defence of the rights of Persons Belonging to Ethnic, Religious, Cultural and Linguistic Minorities  in all areas of Bhutanese society.

 

·    Work to secure justice for religious, linguistic, ethnic and cultural minorities suffering discrimination, prejudice and persecution in Bhutan.

 

2.  Promotion of  Principles of International Human Rights Standards

 

·    Work to promote and propagate  the principles and provisions of International Regime of Human Rights; civil, political, cultural and economic rights; non-discrimination, tolerance, forbearance, co-existence, equality, social justice, rule of law,  and  rights of minorities among Bhutanese communities.

 

·    To promote goodwill and co-operation and foster tolerance forbearance between and among communities, cultural and religious groups for strengthening the  multi-ethnic, multi-religious, multi-linguistic and multi-cultural society of Bhutan.

 

3.  Education, awareness and training

 

·    To organise training, seminar and workshop  for Bhutanese activists, community leaders, students involved in the defence of human rights, rights of minorities and in the fight against discrimination, racism, racial discrimination, xenophobia and related intolerance and awareness-raising programmes for the general public

 

·    To organise awareness-raising programmes for the general public about  the principles and provisions of International Regime of Human Rights, non-discrimination, tolerance, forbearance, co-existence, equality, social justice, rule of law and  rights of minorities.

 

5.  Refugee Protection

 

·    To work for the protection of the rights of Bhutanese refugees in accordance with the rights  conferred by various international laws.

 

·    To campaign, advocate and work for the protection of the rights of Bhutanese refugees in accordance with the rights  conferred by various international laws.

 

·    To Work for work for an early repatriation of Bhutanese refugees with dignity and honour and reduction of statelessness.

 

4.  Campaign & Advocacy

       

·    To undertake campaign, advocate and work for repatriation of Bhutanese refugees to their country, Bhutan.

 

·    To campaign, advocate and work for the establishment of human rights,   elimination of all forms of discrimination, racism, racial discrimination, xenophobia and related intolerance by advancing the international regime of human rights in Bhutan.  Work to achieve equal human rights for both sexes, all races, all ethnic, religious and linguistic groups of Bhutan and inter-cultural, inter-racial and inter-religious harmony by advancing

 

·    To generate international awareness about the violation of human rights, prevailing racial discrimination, racism and discrimination practiced by the Government of Bhutan and mobilize international public opinion and support against such state practices.

 

·    To ensure that all religious, linguistic, cultural and ethnic minorities are treated equally at par with the majority and their rights are protected and guaranteed in a new democratic constitution, when it will be written and adopted in future.

 

·    To function as a  policy-influencing institution on political and democratic development, rule of law and human rights and render advisory services to the policy making  institutions. To function as a public opinion creating institution among the Bhutanese people.

 

·    To co-ordinate activities with human rights groups and other organisations working for the elimination of all forms of discrimination and for protection and defence of the rights of persons belonging to ethnic, religious, cultural and linguistic minorities both at regional and international level.

 

·    To use media for dissemination and propagation of the principles of minority and human rights instruments among the Bhutanese people and also for advocacy and campaign for the minority and human rights.

 

4. Clearing House, Information and Research Centre

 

1.  To serve as an information, documentation and research centre on discrimination, racism, and minority rights in Bhutan and undertake research, survey, field studies, documentation and publication of racial and other forms of discrimination, violation of human rights and rights of minorities in Bhutan.

 

METHODOLOGIES

           

It will accomplish its goals, aims and objectives through human rights education, training, workshop, dissemination, documentation, fact-finding, research, publications, advocacy, campaign  and networking.
