Thursday October 26th 2000: Nick Phillips’ Report on Bse and Bse-Cjd.

The Main Scientific Points of the Bse Report.

The long-awaited report by the bse inquiry, chaired by lord phillips of worth matravers (hereinafter nick phillips), is published today. The main theses of the report are outlined below.

The Disease Could Have Started in the 1970s.

Phillips supports the hypothesis that bse could have originated in the 1970s, "Behind the matter of fact announcement was a worrying realization that the phillips' inquiry belief that bse could have been in cows since the early 1970s - at least three cycles of the infection before it burst in its full horror onto britain's dairy farms - would mean scientists would have to think yet again about all the potential risks to human health.” [65] Phillips dismisses the maffia’s hypothesis that, “The cases of bse identified between 1986 and 1988 were not index cases ..” [66] The hypothesis that bse could have started in the 1970s is not new. Steve dealler has discussed it at length.

The Disease probably originated in a Single Cow rather from Scrapie.

Phillips suspects bse originated as a genetic mutation in a single Cow rather than being a mutation of scrapie in a number of different Cows, “The report.. argued that bse was born three decades ago in an animal of unknown species, probably a cow in south west england, which suffered a mutation that created the infectious bse protein." [67] Bse seems to have a single source. If the disease had been a mutation of scrapie it is likely a number of Cattle would have produced the mutation so the disease would have had multiple sources.

Bse Transmitted in Animal Feed.

Phillips believes john wilesmith, the head of the cvl epidemiology department, was wrong to suspect that bse came from scrapie but was right to suspect it was being spread through Animal feed, “By the end of 1987 Mr John Wilesmith had concluded that the cause of the reported cases of bse was the consumption of meat and bone meal (mbm), which was made from animal carcasses and incorporated in cattle feed. This conclusion was correct.” [68]

Change in Regulations not the Cause of Bse.

Phillips believes the deregulation of the rendering industry in the early 1980s could not have been responsible for allowing scrapie to contaminate Cattle feed, “The theory that bse resulted from changes in rendering methods has no validity. Rendering methods have never been capable of completely inactivating TSEs.” [69] He argues that tses (transmissible spongiform encephalopathies - the generic name for diseases such as scrapie and bse) are indestructible so even traditional rendering techniques could not have stopped their spread.

Phillips’s interpretation is disputed by one commentator who argues .. "he fails to appreciate that the guidelines governing the rendering process until 1981 included the addition of fat solvents, which were then removed from carcasses for tallow. It was thus that the brains  and organisms ended up in candles. But, in 1981, the guidelines were discarded for the sake of deregulation, and the agrifeed industry withdrew the fat solvents for various reasons. From then on, the scrapie agent went into cattle rations instead of candles and, in 1985, the first cow went down with bse." [70] Phillips’s view has its merits but it also has an interesting implication: it is possible the change in the manufacture of mbm led to Cattle consuming large quantities of scrapie. Even if Cattle were not affected by scrapie they would have become scrapie carriers. Thus when people eat bseef they absorb both scrapie and bse and this might be giving rise to two different types of fatalities. Throughout this epidemic no one has mentioned the possibility that brutish bseef might be spreading scrapie and that even if people don’t die of bse they might die from scrapie.

Numbers of Infected Cattle.

Phillips estimates that, “About 50,000 infected cattle were eaten before bse was first detected." [71]

The Three Cycles Theory.

The most original part of phillips’s work is the idea that bse spread through the ooman population in three phases. This seems to derive from the work of john collinge.

Phillips’ Concern about MRM.

"The phillips team also recommends further investigation of the consumption of cheap beefburgers and other meat products made from mechanically recovered meat which, unlike other risky parts of cows, was not banned until 1995. These are now among the prime candidates for carrying infectivity, even if no one knows how much."” [72]

Cross-contamination.

Phillips believes the bse epidemic was prolonged by the contamination of feedmills when manufacturers were allowed to continue using bse-infected material in the production of mbm for non ruminants such as Pigs/Chickens, "Cross-contamination in feed mills resulted in the continued infection of thousands of cattle." [73] He uses this argument to dismiss the possibility that bse is being spread by vertical transmission.

The link between Bse and Bse-cjd.

Phillips believes there is a clear and scientifically proven link between bse and bse-cjd, “The link between bse and variant cjd is now clearly established, though the manner of infection is not clear". [74]

The Main Political Points of the Bse Report.

No Lies.

Despite several of newspaper articles speculating that phillips’s report would be highly critical of those responsible for the bse epidemic it turns out that he condones the behaviour of everyone involved. This is partly the consequence of his re-interpretation of the origins of bse. He believes politicians did not lie about the bse crisis - they were just “misguided”. He doesn’t even criticize john gummer. He believes politicians’ main goal was reassuring the public rather than allowing them to relapse into an hysterical over-reaction. He is critical of this reassurance policy but does not blame any individual, "The Government did not lie to the public about bse. It believed that the risks posed by bse to humans were remote. The Government was preoccupied with preventing an alarmist over-reaction to bse because it believed that the risk was remote. It is now clear that this campaign of reassurance was a mistake.” He thus makes no demand for the prosecution of any politician, civil servant, or member of the national pharmers’ union. Of course, if derek hatton of the militant tendency had been in charge of the maffia it is likely phillips would have personally strung him up. There is no avoiding the sheer class bigotry of this report.

In reality, tory politicians were concerned to prevent an over-reaction from the public because they feared a slump in bseef consumption would ruin their financial interests in the Cattle industry - many tory mps were pharmers or had shares in the pharming industry. Tory politicians did not behave calmly, objectively, and rationally, to prevent a public over-reaction. On the contrary, they erupted into hysteria whenever worries were expressed about the danger posed by bse. They not merely condemned anyone who criticized the safety of brutish bseef they denounced them as traitors to the country’s national interests. They were so hysterical it was impossible to reason with them and the belief that they acted reasonably and scientifically is absurd. If phillips was to look at film footage of parliamentary debates on bse he would see that most tory pharmers in the commons and the lords were plainly in the midst of first degree rage.

Phillips’s argument that politicians did not lie is a lie. It is the lie of icing on a wedding cake of lies. It is the usual public schoolboy refusal to snitch on your mates. Of course they lied. They lied everytime they said anything about bse. They lied incessantly and incandescently. However, the real issue is not to discover whether politicians lied or not because politicians can always find a form of words to cover up the difference, but whether they took the best course of action to discover the truth about the disease or whether they did their best to prevent the truth from emerging. It is obvious that the tory, and the labour, governments have done everything they could to prevent the public from knowing the truth about bse. When these governments appointed to scientific committees on bse people who had no scientific expertise (and even those who had scientific expertise did not have it in microbiology) then it is blatantly obvious that politicians did not want the truth revealed. Why, for example, did they refuse to appoint one of the top experts in the field of transmissible spongiform encephalopathies (tses)? "Alan dickinson, now retired, was director of the neuropathogenesis unit in edinburgh from 1981 to 1987 and is a top specialist in the family of diseases to which bse belongs. He was never asked to join the government's advisory teams. He said, "Almost all the plethora of committees set up were populated by people who had no more idea than the man in the moon about the subject."" [75]

For nearly ten years prior to march 1996, the tories argued there was no evidence that bse posed a threat to oomans. Because there was no evidence there was no need to seriously search for any evidence. The belief that there was no evidence cannot be regarded as scientific unless there is also a commitment to search for evidence. The tories behaved irresponsibly because not only did they not look for evidence, they covered up what evidence that pointed in this direction. In other words, the tories refused to accept any evidence that bse posed a threat to oomans. There is plenty of evidence to show their vested interests in the Cattle industry led them to cover up the evidence they found. The incantation that ‘there is no evidence for bse’ is just a coded phrase for ‘we are not going to accept any evidence concerning the threats posed by bse’.

Phillips gives the impression that whatever went wrong in the past, politicians are now telling the whole truth, openly and honestly. In reality, politicians have misled the public ever since the disease started 15 years ago and they haven’t suddenly started telling the truth since phillips has been around.

It was the System to Blame.

It is quite true the system was at fault. Bse and bse-cjd emerged from the diseased carcass of brutish democracy. Democracy in this country is meaningless when virtually every single politician believes that Cannabis is a far greater threat to ooman health than bse-infected bseef and has the power to maintain this fiction against the wishes of a large segment of the population.

If it was the system that was at fault rather than any particular politician and if more than 5,000 die from bse-cjd, then it can be concluded that the brutish political system is more devious and brutal than saddam hussein’s. Saddam is a mass murderer who deliberately gassed and killed 5,000 of his own people, and yet here we have tory, and labour, politicians who are responsible for murdering 85 people so far and, it is possible, many more to come. But can anyone expect members of the green party to have the guts to stand up and say that the brutish political system is worse than that in iraq?

Politicians did not Abide by Scientific Decisions, and Scientists could not avoid acting like Politicians.

The phillips report states that, "The Government was anxious to act in the best interests of human and animal health. To this end it sought and followed the advice of independent scientific experts - sometimes when decisions could have been reached more swiftly and satisfactorily within government.” [76]

This is not true. Scientists were not free to dispense impartial, objective, advice. They were frightened about the effects on their careers if their advice ran counter to the interests of the landowning, pharming elite. They censored themselves. They were also frightened that if they recommended any draconian policies this could have terrible economic consequences. It has to recognized that throughout these epidemics, scientists have not been truthful. On the contrary, they have given credibility to the systematic lies concocted by the government. Since it is not going to be possible to create conditions where scientists are free from all political pressure, the only way to avoid this in the future is to insist that scientists compile the best and worst case scenarios and then draw up a line beyond which they would be legally required to insist on the abandonment of whatever it is that is causing the problem. Having drawn up the best and worst case scenarios they should leave it up to politicians and consumers to decide on an acceptable level of risk.

Compensation to the families of Bse-cjd Victims.

It is important to appreciate that nick phillips did not justify compensation payments to the families of bse-cjd victims.

Nick Phillips is the Latest in a long Line of Rural, aristocratic, Meat Eating, Widgery, Whitewashers - All Posh Accent and no Morals.

If i should ever have the guts to bomb the eco-nazis in the maffia then i’d want nick phillips to be my judge, tell me i was misguided, and then set me free with an honourable ticking off. Doubtlessly every criminal in the country is calling out the name of nasty nick to preside over their pending court case. Talk about being soft on criminals. Roy hattersley argues we shouldn't expect members of the law lords to have any integrity, "Everyone knew that the withdrawal of the royal navy's survey ship from the south atlantic convinced the argentine junta that britain no longer cared about the falkland islands. But lord franks absolved the government, which had saved £3m by bringing hms endurance home and spent £1.6 bn on the war which that decision provoked, from all blame. The establishment rarely condemns its own. Lord phillips concludes that "the campaign of reassurance was a mistake". Amen to that. But it is less easy to endorse his judgment that "the government did not lie"." [77]

Phillips’s payments for his role as Establishment Prostitute. The Social Rewards for Letting off Mass Murderers.

Brutish journalists are amongst the most snivelling, pathetic, servile, cretins to be found anywhere around the world, so we have to thank our american friends for revealing the following interesting information about the bribes given to phillips to encourage him to produce a whitewashing report, “Here are the promotions and new titles received by Phillips during the Inquiry. These reached their grandest moment in appointment to Master of the Rolls (a title of Pooh-Bah ridiculed a century ago by Gilbert and Sullivan in the Mikado). In January 1999, it was announced that the judge who is overseeing the proceedings, Sir Nicholas Phillips, now 62, is to be a Law Lord. He has been appointed Lord of Appeal in Ordinary and is to be known as The Rt. Hon. The Lord Phillips of Worth Matravers. Phillips was then promoted during the inquiry to the Lords Justices; as the Inquiry neared the end, he was promoted again, in June this year, to Master of Rolls in the Court of Appeal and Head of Civil Justice, with Lord Justice Nourse filling in until Phillips assumes his new duties on October 1. The Right Honourable Sir Nicholas Addison Phillips, Knight, a Lord Justice of Appeal, having been appointed a Lord of Appeal in Ordinary and created Baron Phillips of Worth Matravers, of Belsize Park in the London Borough of Camden, for life--was, in his robes, introduced between the Lord Alexander of Weedon and the Lord Mustill. [House of Lords Tuesday, 12th January 1999]. In short, heading up this inquiry really put Phillips' career on the fast track.[78] It is now obvious that the reason phillips dragged this report out for over two years was simply because the longer he did so the more bribes he could extort from the eco-nazis in the government.

The Huge Political Advantages of suggesting that Bse-cjd could have Started in the 1970s.

There are enormous political advantages in promoting the hypothesis that bse started in the 1970s. It disposes of so many political embarrassments concerning responsibilities for the bse epidemic.

* Firstly, it removes criticism of the thatcher government for deregulating the feed manufacturing industry and thus releasing the scrapie prion which supposedly caused bse;

* Secondly, it rejects the insecticides’ argument - that the maffia was responsible for causing the disease;

* Thirdly, it gets the labour government off the hook over compensation payments to the families of bse-cjd victims. If large numbers of people die as a result of this disease then such payments could be considerable;

* It also heads off attempts to take the government to court if victims’ families are not happy about the compensation offered by the government. The courts are likely to dismiss claims for compensation by referring to phillips’s hypothesis;

* This hypothesis is also likely to prove very helpful in fending off compensation payments from people around the world as the disease spreads from country to country. The bill for compensating brutish victims would be considerable enough but having to compensate large numbers of people around the world could be enormous. As it turns out, this hypothesis could prove very useful to the government when a french family announces it is going to sue the french and brutish government’s over their son’s bse-cjd;

* And, finally, the hypothesis forces the maffia to question its use of scrapie as the model for bse. The ‘bse is scrapie’ analogy enabled the maffia to issue reassuring statements that bse, like scrapie, posed no health risk to oomans.

It has to be suggested that the political considerations of the hypothesis that ‘bse started in the 1970s’ were too substantial for phillips to ignore.

The Government’s Response.

The Eco-nazi Nick Brown, Leading Liar in the Ministry of Lies, Denies there is any Blame for the Slaughter of 85 People.

Brown’s Speech.

Nick brown has responsibility for reading out the summary of the phillips’ report in parliament where he is safe amongst the massed ranks of lunatic pharmers and bseef eaters. He gives a short speech about the report and states the government's substantive response would come later because it is not yet in a position to decide whether phillips’s view of bse is better than the maffia’s.

The Reason Brown wouldn’t Blame anyone for the Epidemic.

Brown states he is not interested in blaming anyone for this tory-pharmer-spread disease. He .. "regards institutional failures as being more important than the 'blame game' mistakes of individuals." [79] However, it is reported that he seems to have some qualms about the effects of phillips’s report, “Mr Brown is afraid that phillips's relatively gentle strictures on ministers and officials who made bad judgments on bse/ncjd will allow "a sigh of relief to go through whitehall and prevent progress being made as fast as it should be"." [80] This is a bit rich since the best time for him to have sacked the lackeys in the civil service was when he was first put in charge of the maffia. He didn’t, of course. On the contrary, his time at head of the maffia has been marked by his continual loss of powers to the bseef industry and nfu.

Deflecting People from the Real issue.

Brown’s device for diverting people from the real bse issue is focusing on what sounds like the most important question, ‘How are we going to prevent this from happening again?’ The question implies he has prevented the current epidemic which is far from being the case. There is no sign that the bse epidemic is over yet. The real question that needs to be answered is, ‘Why is the disease continuing to spread?’ given that over the last three years the labour government has been covering up the spread of bse to the country’s Sheep flocks. The government isn’t in the slightest bit capable of stopping the spread of another prion disease for the simple reason that it still hasn’t dealt with bse, bse-cjd, let alone bse in Sheep, or scrapie in Cattle.

Brown’s Game Plan.

Brown’s game plan is easy to appreciate. The reason he did not want to accuse tories of the mass murder of vast numbers of oomans and Cattle, is because he is as guilty as his predecessors. Any attempt to charge them with crimes against Cattlekind/oomanocruels would provide grounds for his own indictment because he has lied incessantly since he got into office.

The Current List of Lies being Perpetrated by the Labour Government.

The labour government has to avoid the blame game because it too is heavily tainted by the same lies, deceptions, and corruption, as the tories. The main lies it is currently peddling are:-

Bse not in Cattle Blood.

Bse-cjd not in Ooman Blood.

Bse does not exist in Sheep.

Media’s Response to the Report.

It might sound somewhat ‘old fashioned’ but much of the bse and bse-cjd controversy is rife with class politics. Throughout the bse and bse-cjd epidemics the right wing press has resolutely defended pharmers and denied their responsibility for these diseases. However, the bse/bse-cjd controversy is not an example of class conflict - most of those on the left are bseef eaters too and are solidly lined up behind the right wing press and the pharmers. Most of the bse-cjd victims so far have been working or lower middle class but the lowest orders of society are not protesting about this disease. They have never protested about this disease. Getting them to acknowledge its existence has been difficult and getting them to take it seriously has been impossible. The left wing of the political spectrum do not try and represent the interests of the victims of bse. It is as gung-ho about bseef and pharmers as anyone else. However, there are so commentators who try to tell the truth,

Hardy, Jeremy.

.. "the practice of turning cows into cannibals. Many of us were unaware that, as farmers now tell us, they have been doing it for more than a hundred years. The Times's simon jenkins who has in the past refused to believe the link between bse and nvcjd .. The fact that the tories went out of their way to encourage us to eat as much beef as possible is the key to all this." [81]

Maclean, Colin.

“They (politicians, maffia crooks) went about giving assurances - unwarranted, unscientific, murderous assurances.” [82]

Pearce, Edward.

“So when the question is put, "which of these people in charge is to be blamed?" we shouldn't flinch, and neither should Lord Phillips have done, from letting the great axe fall. Attempts have been made to talk us out of vindictiveness. Nick Brown made a speech on Thursday of such grace, restraint and freedom from partisanship as to leave us feeling a bit caddish for wanting to spit and throw things.” [83]

Apologies for the Slaughter.

There was One.

As has been noted tim yeo apologized for the tory government’s failures but still supports the spread of bse as much as he ever did. In addition, Stephen dorrell .. “yesterday became the first conservative minister to express regret for mistaken assurances he had given beforehand. Mr dorrell had said there was "no conceivable risk" from eating british beef." [84] What was surprising about dorrell’s time in office was the way he promoted the maffia’s ideology so fulsomely even though he regards himself as being on the left wing of the tory party.

Fuel Tax Protestors’ Response. Dairy Industry launches Media Campaign to force Victims to Subsidize Falling Milk prices.

The fuel tax terrorists were hopping mad about the vast amounts of publicity given to the phillips’ report since it serves to remind people about the threat posed by bse and thus further depress their sales of contaminated bseef. They are doubtlessly also worried that the more attention given to bse, the more people will twig that pharmers were responsible for spreading this disease and murdering huge numbers of people. The pharmer-terrorists are thus desperate to limit the publicity given to bse - especially that given to the victims of bse. If there’s one thing that might put off the public from eating diseased bseef it’s pictures of the terminal hangover caused by the best of brutish. So far the pharmer-loving television companies have almost studiously avoided showing film footage of bse-cjd infected people in case it discourages the livestock from eating more bse-infected burgers.

The first thing the pharming industry does to undermine the publicity given to the phillips’ report is to launch a media campaign in which pharmers whinge about how much money they are losing on each pint of bse-infected milk. Some might say that on a day that should have been devoted to the bse-cjd victims, this publicity campaign is highly insensitive given the dairy industry’s responsibility for spreading bse. But it’s more than just insensitivity. Trying to grab public sympathy about the financial suffering endured by dairy pharmers in order to distract public sympathy for victims of the dairy industry’s mass slaughter is sickening. But it’s not just insensitive or sickening. It’s appalling. Appalling that the dairy industry promotes this publicity because it believes the families of bse-cjd victims should compensate them with bigger subsidies for low milk prices. It is tantamount not merely to dancing on the graves of their victims but ransacking their graves and indulging in necrophilia. It yet again shows the total contempt that pharmers have for their victims. Pharms have never once apologized for their part in spreading bse and they have shown no contrition for having murdered so many people. If adolf ever needed concentration camp guards he’s find  as many as he wanted at the national conference of the national pharmers union.

Implications of the Oldest Victim of Bse-Cjd.

Shock Revelation Covered up by the Phillips’ Report.

“Now, once again, what was the Purpose of the Phillips’ Report?”.

It has to be remembered that prior to the publication of the phillips’ report many commentators believed it would criticize the maffia’s excessive secrecy over bse and insist that, in future, it should be more open. Unfortunately, this put the maffia in a somewhat difficult position. It had a number of dirty secrets in its cupboard which needed to be brought when they would cause least political damage. How was it going to unload these dirty secrets without further harming the bseef industry? Should it unburden these secrets prior to the publication of the report or after the report in an act of public contrition for its past criminality? It was at this point that the maffia recidivists hit upon a tactical gem - the best way of releasing these dirty secrets would be during the presentation of the report since public attention would be focused on the report. What better way to cover up a secret than by using the launch of a report demanding more open government?

Victim of the Pharmers’ Slaughter was 74 years old.

The maffia leaks news that one of victims of the pharmers’ bse-cjd slaughter was 74 years old, "The victim, believed to be from north yorkshire, was 20 years older than the previous oldest known case of the inevitably fatal condition. The man died last year and his case was only revealed after doctors, worried that this might be a highly unusual instance of the disease known as vcjd, referred the case to the cjd surveillance unit at edinburgh.” [85] This is a remarkable because the victim is twenty years older than the previous oldest victim. So far, all of the victims have been young and it had been hoped the disease wouldn’t affect older people. This fatality means the death toll is likely to be greater than had been predicted. What is critical here is that the fatality happened over a year ago. However, the maffia gets the media to focus on the fatality not the time of the fatality

Fat Chops Brown Announces New Study.

Fat chops brown pretends he’s just heard the bad news, "Even as nick brown and alan milburn were preparing to make their apologies for the failures of successive governments in getting to grips with bse .. more bad news was being passed on to their officials. No wonder then that mr brown announced that the government was already "commissioning an independent assessment of current scientific understanding of the disease, including emerging findings, on the origins of the bse epidemic". [86] This is all just fantasy. More bad news hadn’t “just been passed on to their officials.” Nick brown and the maffia have known about this death for a year but have been sitting on their fat arses to cover up the issue, “He said the government had commissioned scientists to re-examine diagnoses of dementia in a sample number of older people to ensure none of them had been victims of vcjd." [87]

Using the Phillips Inquiry to Cover up the Response: Phillips Knew Nothing about Elderly Victim! So much for the maffia taking his advice about not Lying.

The government and the maffia kept the death of this elderly victim for a year or so because:

* firstly, and all too obviously, it would depress sales of bseef and thus undermine the profits of their chums in the bseef and dairy industries;

* Secondly, and much more importantly, if they’d released the news earlier it would almost certainly have meant that predictions made by anderson’s team of statisticians at oxford university on august 10th 2000 about the total number of bse-cjd victims would have been far worse than the ones he gave. [88] It was suspected that anderson’s results were conservatively biased against an epidemic but if the death of this elderly victim had been known it would have changed his predictions significantly. It needs to be pointed out that even by january 2001 anderson had still not updated his predictions. Now, why is he so reticent about updating his work? Perhaps he doesn’t want to ruin his career prospects? And,

* finally, and perhaps most importantly of all, nick phillips would have been forced to treat the disease much more seriously. It is remarkable the maffia hadn’t bothered to notify him of this fatality, “The phillips team, of course, did not know of the 74 year old.” [89] If the news had been released earlier, the public would have been shocked about the fatality and might have started clamouring for politicians and civil servants to face prosecution for their cover-up of the disease; anderson would have had to produce a prediction suggesting a much larger number of victims; and phillips would have been expected to be more judgmental in his report. It would have been much more difficult for phillips to pretend that “no one lied about bse”. In the end, the fact that the maffia deliberately withheld this information from him shows that phillips’s report was even more of a charade than he had intended it to be.

The Scientific Implications of the Death of the Elderly Victim.

Not surprisingly, the government admits this fatality requires a reassessment of the predicted number of bse-cjd fatalities, "A spokesman for the department of health said last night: "This has led to a reappraisal of the possible size of the epidemic." [90] The implication of this death is that the incubation period will be longer than had been predicted and that it would affect a broader range of people than previously predicted. Anderson’s analysis of the ages of bse-cjd victims concluded that the incubation period of bse-cjd was relatively short, "That would suggest relatively short incubation period for some, around 10 years.” [91] This is why he forecast the most likely number of victims would be about 6,000 i.e. one thousand more than saddam hussein!

The daily telegraph reports that john collinge also believes the elderly bse-cjd victim suggests the incubation period of the disease is going to be much longer than previous estimates, "The latest case was revealed as john collinge warned yesterday that there was a strong possibility of a major epidemic of variant cjd.
