“Ultra Vires” This Latin term translates as “beyond powers”, meaning that an action by a public agency or private corporation has exceeded the limited authority granted to it by law or charter.
“Unicameral” This is a parliament comprised of a single chamber, as opposed to a bicameral parliament which has both an upper and lower house. (See “Bicameral”)
“Utopianism” Utopianism is the belief in a perfect world. The word was coined by Thomas More (Speaker of the English House of Commons 1523) from the Greek words for “good place”. Utopian beliefs have been most strongly associated with Communists, socialists and other leftists. Utopians justify social upheavals with the promise of a perfect society. The concept of “Utopia” assumes that mankind is both malleable and perfectable in the hands of social engineers. Conservatives and liberals unite in rejecting these naïve beliefs, instead arguing that man has innate flaws which can never be “cured” by means of government manipulation or repression. Instead, market economics is the right means of elevating the successes of man and quickly sorting out the failures. Some Conservatives believe that there is a desirable order to civilised life, but its emergence is innate and endogenous, chosen by individuals themselves through market forces. The champions of freedom oppose the utopians, for Utopia is the fake and unrealistic promise of charlatans who only wish to attain power by swindle. After the disasters wrought by Communists and socialists in the 20th century, the dream of Utopia has come to be parodied as “dystopia”.
