It was brought to my attention peeling paint owners should contact the NHTSA to report peeling paint as a safety defect.  GM had a recall 'cause windshields glued to peeling paint are a safety hazard (they're not supposed to come loose in a crash).  Why not report Chrysler's peeling paint to NHTSA?
