Owen was born on the night his father was buried. In his early years he worked as a farmhand, drover, woodcutter, bullock driver and shearer. In 1914 he joined the police force. Posted to Ballarat, Owen remained there until 1932 and then moved to Melbourne working in the licensing branch. He was also posted to station duties at Footscray, Fitzroy, Benalla and retired as Superintendent. |
