LEAGUE PLAY

1: SOM Purchase: The American Strat-O-Matic Baseball League will always use the latest version of Strat-o-matic. It is mandatory that all league members have the most current version in order to be in the league. CDROM Version 7 for Windows is the version you must have to play in the year 2002

  2: Game-runners: All EL games will be run by a WL GM; all WL games will be run by an EL GM. All games from both leagues shall be manged by a default or weekly computer manager (for more information on setting up a computer managers refer to the CM Guide on the league's web site). Note, there may be some weeks during the season that one of the game-runners is not available. In those rare instances all the EL and WL games during the week may be run by one game-runner.
  3: Game Schedule: The regular season is comprised of all 12 teams from each league playing 162 games. The Western League (WL) teams will never play the Eastern League (EL) teams during the regular season. An ASBL scheduled week of games will consist of each team playing six games. The six games will include two 3-game series or a 4-game and 2 game series.
  4: Days Off: One simulated day off will be granted at the end of every ASBL week (every six games). Owners will always receive player stats after the days off have been granted.

  6: DH: The DH will only exist in the Eastern League.
  7: CMs /PS Deadlines: A default computer manager (DCM) will be turned in before the start of the regular season. DCMs can be changed as often as one likes throughout the season (for more information on setting up a DCM refer to the CM Guide on the league's web site). Pitching sheets (PS) will be due by 11:59 pm.est. on Monday of each week. If a pitching sheet isn't turned in, the starting rotation on the DCM will be referred to (for more information on setting up a computer manager refer to the PS Guide on the league's web site). Weekly computer managers (WCM) will be due by 11:59 pm. est. on Wednesday of each week. If a WCM isn't turned in, the DCM will be referred to (for more information on setting up a WCM refer to the CM Guide on the league's web site)
 

8: Syncronize Starting Pitcher Penalty: When a GM assigns a starting pitcher to start in a given week but has failed to make eligible the same starting pitcher on his computer manager (CM), he will face the following consequences: the first time it happens he'll receive a warning; the second time he'll receive a penalty of going down one spot in the 4th round; the third time it happens he'll receive a penalty of going down one spot in the 2nd round; the fourth time it happens, and everytime after, he'll receive a penalty of going down one spot in the 1st round. If before the penalty takes place the intended penalized round was traded away, the penalty will take place in the next round available. A GM who is trading a draft pick in a round he's received a penalty must make the other GM aware that it is a penalized draft pick. If ownership has changed between the season the penalties took place and at the start of the following season's draft, the new owner will not be penalized for the previous owner's transgressions. Hence, all penalties will be erased.

PLAYER UTILIZATION AND ELIGIBILITY

1a: Regular Season Maximum Utilization: There will be a 130% utilization restriction on each player, which will be adjusted into the players stats when you receive your official Strat-o-matic EL & WL rosters after the draft. Once a player has reached his maximum appearances during a regular season he must be deactivated for the remainder of the regular season. Appearances for batters are based on plate appearances (AB+BB); appearances for pitchers are based on innings pitched.

 

2a: Regular Season Usage Penalty: When a player goes over his maximum usage the owner of the team that player is on will receive a penalty of going down one pick in one of the rounds of the following season's draft. As to which round in the draft the penalty will take place depend on how much a player's usage has been exceeded. If before the penalty takes place the intended penalized round was traded away, the penalty will take place in the next round available. A GM who is trading a draft pick in a round he's received a penalty must make the other GM aware that it is a penalized draft pick. It will still be league procedure to deactivate an overused player from a team's roster for the remainder of the regular season and notify the GM of the over used player. However, it is NOT the responsibility of the league to inform an owner of when a player is getting close to being overused.If ownership has changed between the season the penalties took place and at the start of the following season's draft, the new owner will not be penalized for the previous owner's transgressions. 3a: Regular Season Minimum Eligibility: For a player to be eligible to play in the ASBL he must meet the following requirements:

  • Position Players with at least 40 (52 after 130% usage adjustments) actual Major League plate appearances (AB+BB+HBP).
  • Starting Pitchers with at least 35 (45 IP after 130% usage adjustments) actual Major League innings pitched.
  • Relief Pitchers with at least 20 (26 IP after 130% usage adjustments) actual Major League innings pitched

    -Note1 , those pitchers designated Starter/Reliever must have more than 35 actual Major League innings pitched (45 IP after 130% usage adjustments) to qualify as a starter, but if they have over 20 actual Major League innings pitched (26 IP after 130% usage adjustments) they can relieve.

4a: Out of Position Players: In the regular season players cannot start at positions they are not defensively rated for, unless there is no one else available on a team's roster to play the position. Outfielders are the exception to the rule. They are allowed to swap positions amongst the outfield only. The Strat-o-matic adjustment ratings for outfielders will be used to determine defensive ratings for out-of-position outfielders* (See sidenote 1 for how SOM adjusts defensive ratings for out of position outfielders) . Note, since the league is computer managed during the regular season, it is beyond the control of a GM if during a game the computer manager decides to substitute in a player at a position he's not defensively rated for. The GM will not be held accountable in such instances.

5a: Resting Starting Pitchers: During the regular season starters with an asterisk must rest 3 days; starters without an asterisk must rest 4 days. The one exception is the following: if the computer manager pulls a starting pitcher in the early innings of a game (early innings being 1st thru 4th) then he can start on the day that SOM's Super Advanced Starting Pitchers Rest Chart (in other words the computer) determines him not to be tired *(See sidenote 4 for SOM's Super Advanced Starting Pitchers Rest Chart for the first 4 innings).

 

INJURIES & INJURY CONVERSION CHART

1b: Basic Injury Conversion: The league will use Strat-o-matic's Basic Injury rule to determine when a player is injured, however the result of the injury will then be converted by using the ASBL Injury Conversion Chart (AICC).

-SIDENOTE 2
An occurrence refers to each time a player receives an injury in a game. For example, if a player had a 3-day injury result in a game that gets converted to a 7-day injury that would count as one occurence. The maximum amount of injury occurrences can result in a player being injured less than the maximum amount of days but never more.

A pitcher's card can't be edited for injuries because injury results do not come from a pitcher's card. Strat-o-matic's basic injury rule determines a pitcher's injury in a non-dh league when an injury result comes off the pitcher's batting card. Strat-o-matic applies different generic batting cards to pitchers, depending on the pitcher's hit ratings. All of these generic cards have the same chances of resulting in an injury. In a DH league the Strat-o-matic Basic Injury Rule determines a pitcher's injury when the DH of the opposing team is at-bat and the dice result in a roll of 6-12

2b: Maximum Injury Days: There will be a maximum amount of days or occurrences a player can be injured during the regular season*(see sidenote 2 on what an injury occurrence is). A player's maximum amount of injury days or occurrences depends on a player's injury status (see injury status rule 4b below). If a player receives an injury that will exceed his amount of maximum injury days, the injury will be reduced so as not to exceed it. Once a player has reached his maximum amount of injuries for a regular season, the commissioner will edit the player's card by erasing all injury chances, hence making it impossible the player will be injured again during the regular season *(see sidenote 3 on why a pitcher's card can't be edited for injuries).

3b:Report Remainder of the Game Type Injuries: If a GM spots on his team's boxscore for any given week that a player of his received a "remainder of the game" type injury, then he has one week from the release of the boxscore to notify the commissioner. Once the commissioner is made aware, he'll count the result as an injury occurrence for the player in question. If the commissioner is not made aware of the remainder of the game type injury, it'll remain unnoticed.

4b:Player's Injury Status: A player's converted injury result and maximum amount of injured days or occurences in the regular season is determined by a player's injury status. A player's injury status can be the following: Ironman, Rarely, Sometimes, Prone, Brittle, Very Brittle and Timebomb. You can view a batter's injury status by double clicking on a batter in the manager's window of the Strat-o-matic game. Since Strat-o-matic does not apply injury statuses to pitchers, a pitcher's injury status will be determined by reviewing all pitchers' injuries the previous Major League season and then applying an injury status accordingly.

5b:Suspend Weekly Injuries: All injury results that occur during a week will be noted by the game-runner but then erased immediately after the games the injuries occurred, which allows injured players to continue to play until the end of the week. At the end of the week all injury results get reported to the commissioner. He then refers to the ASBL Injury Conversion Chart (AICC) to determine the length of a player's injury (Note, if a player has more than one injury result during a week the days of the injury result will be added before referring to the AICC, but please note each injury result will still count as a separate occurence). After all injuries have been determined players will start to serve their injury duration at the start of the new week.

ROSTERS

1c: 25/40 Active Roster: Each team will be limited to an active roster of twenty-five players until the simulated month of September. The active roster can consist of any combination of fielders and up to 15 pitchers. In the simulated month of September all position players and up to 15 pitchers may be activated for the duration of the regular season. Through the simulated months of April to August players can be activated and deactivated as desired, but during these months no team will be allowed to have more than twenty-five players on their active roster.

2c: Roster Maximum: There is a maximum of 40 players per team (ineligible players included). No team may drop below 30 players at any time.

FREE AGENTS

1d: Free Agent Pick-ups: Owners may acquire free agents during the regular season as long as they don't go over the 40-player maximum (ineligible players included).

2d: Free Agent Status: Free agents are players who weren't picked during the draft. Free agents can't be protected for next season.Once you drop a player to free agency he acquires free agent status for the remainder of the season and no team can protect him for next season.

3d: Free Agent Request: Free agent pick-ups will be done on a first come first serve basis. A 24-hour waiting period will be required before these players can be obtained. In the event there is more than one team who claim the same player within a 24 hour period, a coin toss will determine who will receive the player. All FA requests should be e-mailed to the commissioner. For an FA request to go into effect for a given week during the regular season, it must be done so by Monday night

4d: Free Agent Playoff Deadline: Free agents picked up after the simulated trade deadline date (around AUG 31) cannot play in the postseason.

TRADES

1e: Trade Periods: Trades can occur at any time during the regular season, except in the simulated months of September and October. No trading can be done during the post season. Trades can occur during the off-season.

2e: Trade Approvals: Any trade must be e-mailed by both members to the ASBL commissioner before it is approved. The head commissioner reserves the right to veto any trade he determines detrimental to the good of the league.

3e: Disclosure: A GM must disclose a current simulated injury or free agent status of any players involved in a trade. If after a trade has been approved a GM feels there was no disclosure of a simulated injury or free agent status, he has one week from the time of approval to petition the trade to the commissioner. If the commissioner concurs with the GM's petition the commissioner will void the trade.

4e:Trade Petition: A GM can petition a trade that was already approved or disapproved by the commissioner to be reviewed by a 3-person trade board. A 3-person trade board assigned by the commissioner will then vote to approve or not approve the trade. The commissioner will choose the 3 people who are to vote on the trade board. If any of the parties involve disapprove of a member or members of the 3-person trade board they can submit their disapproval to the commissioner, and the commissioner will review the disapproval and make a judgement as to whether to change the 3-person board or not. The 3-person trade board will make their vote after they've received arguments from the petitioning GM as to why he disapproves of the trade, as well as statements from the parties involved in the trade as to why they made the deal. The 3-person trade board will be chosen from 8 GMs which the commissioner chose from the start of the year to serve on the trade board committee. From the moment the trade is approved there will be a 48-hour time limit for a GM to petition a trade

5e: No Draft Pick Adjustment Period: During the draft period teams need to e-mail proposed trades to the commissioner. The commissioner will then review trades for approval. If a trade involving draft picks is approved during the draft period, it is the responsibility of the owners to keep track of the traded draft picks for the draft's duration. The commissioner or draft manager will announce a few days prior to the draft a "No Draft Pick Adjustment Period." Hence, the commissioner or draft manager will not edit the draft order to accommodate any trades made during the draft period; it will be up to the owners to be aware of what picks they traded for.

6e:Weekly Trade Deadline: For trades to go into effect for a given week during the regular season, they must be turned in by Monday night.

BALLPARKS

1f: SOM BP Ratings: The ASBL will use Major League ballparks that have Strat-o-matic ballpark ratings from the previous major league season.

2f: Duplicate BP: There will be no duplicate ballpark ratings in the ASBL (i.e., no two Yankee Stadium ratings, etc).

3f: BP Changes: An owner can only change their ballpark in the following circumstances: One, the owner is new and wasn't involved in deciding their team's current ballpark; two, the ballpark no longer exist (i.e., the ballpark has been renovated or no longer is played in); and three, an owner has played three seasons in the current ballpark and can now request a change. If one of these circumstances apply, the owner can pick from a ballpark that isn't currently being used in the ASBL.

4f: BP Names: An owner can name their ballpark as they so desire as long as the commissioner or other league members do not find it offensive.

POST SEASON

1g: Making the Playoffs: Four teams from each league will make the playoffs. Those teams are the two teams that win their division and two wild-card teams. The wild-card spots will be given to the teams with the next best record to the division winners in the league. If teams are involved in a tie to make the playoffs, a tiebreak will be decided by a one game playoff– home team to be decided by a coin toss.

2g: First Round Matchups: The division winner with the best record will play the second wildcard team, and the division winner with the second best record will play the first wildcard team in the first round of the playoffs.

3g:Venue Format: There will be a best of five first-round series, with a 2-3 home game format, with the division winner having home advantage. The winners of the first round series will play in a best of seven league championship series, with a 2-3-2 home game format, with the division winner having home advantage, unless both teams are division winners or wildcard teams, in which case the team with the better record will have home field advantage. The winners of the league championship series will play in a best of seven ASBL Championship Series, with a 2-3-2 home game format, with the team with the better record having home field advantage.

4g: Days Off: there will be one day off granted to both teams in a series between venue changes. Between series a team's days off will correspond to the duration of their previous series, with a minimum of one day off granted. For example, if the winning team finished a five-game series in 3 games, they would get 3 days off granted before the start of the next series; if the winning team finished a five-game series in five games, they would get 1 day off before the start of the next series.

5g: Injuries: Injuries can occur during post season play. Injuries will be determined by the Strat-o-matic Basic Injury Rule, but the maximum days a player can be injured is 5 days; any injury results larger than that will be reduced to 5 days, even if it is an injury that is carried over from the regular season .

6g: Injury/Fatigue Regular Season Carry Over: Injuries will carry over from regular season play to post season play if the injury occurred prior to the last two weeks of the season. Any injury that occurs in the last two weeks of the season will NOT carry over into the postseason. Pitcher fatigue will never be carried over into the playoffs.

7g: Injury/Fatigue Playoff Series Carry Over: Injuries and pitcher's fatigue will carry over from one series to the next in post season play.

8g: DH: The DH rule will only be used in the EL's postseason games and the EL team's home games for the ASBL Championship.

9g: Rosters: Teams can only have a twenty-five player active roster during post season play. The twenty-five-man roster must be announced before a series begins and cannot be changed during the series; however, it can be changed for the following series, but it still must be 25 players.

10g: Usage: There will be a 10% utilization rule of a player's actual Major League plate appearances and innings pitched during a playoff series. Players that are exempt to the rule are batters with 503 actual Major League plate appearances and above, pitchers who have an asterisk on their endurance rating, and the choice of one closer with 50 or more innings pitched. When a player goes over the 10% utilization, they will be removed from the active roster for the remainder of the series.

11g: Starters Minimum Days Off: In the playoffs starters with an asterisk must rest 3 days; starters without an asterisk must rest 4 days. The one exception is the following: if a starting pitcher is pulled out in the early innings of a game (early innings being 1st thru 4th) because he is being blown out and the computer game determines him to be tired, only then can the manager start him again on the day that SOM's Super Advanced Starting Pitchers Rest Chart (in other words the computer) determines him not to be tired. (See sidenote 4 for SOM's Super Advanced Starting Pitchers Rest Chart for the first 4 innings).
12g: Starters In Relief: In the playoffs a starter with no relief endurance rating can only pitch a maximum of 1 inning in relief per game (an inning consist of 3 outs). The only exception would be is if the pitcher in question is the only pitcher remaining.

13g: Baserunner No Lead: In postseason play when a baserunner has made a failed attempt at getting a good lead to steal a base a pinch runner cannot be brought in for the baserunner until the baserunner reaches another base.

14g: Minimum PA To Start: A position player under 100 actual Major League plate appearances cannot be in the starting lineup during postseason play. He can only come off the bench as a pinch hitter, late-inning defensive replacement, or he may replace a starting player in the lineup after 6 innings of play. If there is an injury during the game he can replace the injured player at any time, but he still can't start the following games if the injured player is still out, unless he is the only one available as a replacement.
15g: Out of Position: In the playoffs players cannot start or be substituted in at positions they are not defensively rated for, unless there is no one else available to play the position. Outfielders are the exception to the rule. They are allowed to swap positions amongst the outfield only. The Strat-o-matic adjustment ratings for outfielders will be used to determine ratings for out-of-position outfielders(see sidenote1 above for the SOM adjustment rating's chart for OF).

 

16g:Online Playoff Games: All playoff games will be played live online as human manager vs. human manager games. A playoff series must be played within a 2-week period. If after two weeks the series is not played it will be played as a computer vs. computer game run by an impartial game-runner chosen by the commissioner. If the commissioner or the person in charge of running the playoffs feels that one party is mainly responsible for the inability to complete the series live, the commissioner or playoff manager will make every effort to have the manager who has been available manage his team live, even if it's against a computer managed team.

17g: Replacement Manager: If a manager of a playoff team cannot manage his games live he can select a replacement manager to manage for him.

18g:Game Protest: At the time of the game any disputes or controversy shall be resolved by the game runner. If one of the owners is not happy with the resolution he can petition the game by sending in a detailed complaint to the commissioner. The commissioner will review the petition and make a judgement. If the petitioner or the petitioner's opposing team manager is not satisfied with the commissioner's judgement he can appeal the judgement and chose to bring his argument to a vote amongst a 3-person panel assigned impartially by the commissioner or a vote amongst the entire league. Prior to making the choice of which entity shall vote the appealer will be informed of the 3 people in the panel. The appeal entity will receive an argument from the appealer and an email from the commissioner stating his reasons for his judgement. The appealer, the commissioner, and the appealer's opposing team manager cannot communicate with the appeal entity while the appeal is in process, unless the appeal entity wishes to ask a question of one of the parties.

DRAFT & PLAYER PROTECTION

1h: Draft Length And Order: There will be a twenty-two round draft at the beginning of the season. The draft will be done in two parts, on-line and off-line. In the first three rounds all teams that did not make the playoffs the previous season will pick before the teams that did make the playoffs the previous season; the team with the worst record will pick first, followed by the second worst team, etc., all the way up to the 16th worst team which will pick 16th. The playoff teams will then follow. The winner of the ASBL Championship will pick last, preceded by the runner-up team picking second to last and the two LCS runner-up teams picking third and fourth to last (the LCS runner-up team that has the worst record between the two will get the higher pick). The four remaining playoff teams will pick 17th, 18th, 19th and 20th, with the team that has the worst record between the four getting the higher pick. In the case where teams have identical records a coin toss will be made to see which team gets the higher pick. After the first three rounds are completed a serpentine draft order will be in effect for the remainder of the draft.

2h: Player Protection: Owners will be able to protect 13 players for the following season. Players that aren't protected will be released to free agency and included in the draft. The 13 player keeper list will be due approximately one month before the draft.

3h: Special Reserves: In addition to the 13-player keeper list you can retain 2 players on a special reserve list. In order for a player to be eligible for a special reserve list (SRL), he must be a postition player with no more than 39 plate appearances (Ab+BB+HBP), or a starting pitcher with no more than 34 innings pitched, or a relief pitcher with no more than 19 innings pitched (note, those pitchers who have a starting endurance rating as well as a relief endurance rating can qualify for the SRL as a starting pitcher or relief pitcher). An uncarded player with Major League experience can also be eligible for the SRL (see rules 5h and 6h below for uncarded player availability). The SRL is due at the same time as the 13-player keeper list. Players on the SRL do count as part of your 40-player roster. A GM can decide as to whether he wants to have players on an SRL or not, as well as deciding whether he wants one or two players on the SRL. SRL players can be traded. Please note, SRL players are never eligible to play because their PA or IP are subject to rule 3A.

4h: Available Players: All carded players are available for the draft. This includes players who do not have enough appearances to be eligible to play in a game(see rule 3a for player eligibility information). Thus any player who made a major league appearance the prior season is eligible in the draft.

5h: Uncarded Availability: If a player was not carded for the previous season he is not available in the draft. This includes players who have received cards in the past, but didn't receive cards for the previous season for various reasons–i.e., injured for the year, went to Japan, played in the minors all year, etc.

6h: Uncarded Player Retainment: An uncarded player who is on your team's roster from the prior season can be retained as one of your 13 players protected or placed on your special reserve list. If an uncarded player is not protected prior to the draft he becomes subject to rule 5h, hence making him unavailable for the draft.

7h: Compensation Rounds: Teams that are short of 35 players at the end of the draft will be involved in compensation rounds until they reach 35 players; the order will be determined by last season's record (worst to best).

8h: Extra Picks: Teams that have picked up extra draft picks will have a limit of 40 players on their roster. Teams that go over the 40-player roster limit during the draft, but still have draft picks remaining, may still participate in the draft, but they will be required to release to free agency any extra players they have immediately following the conclusion of the draft.

9h: Absent GM: If a GM cannot be available on an on-line draft day, he should supply another owner or the draft manager or commissioner with detailed draft instructions and understand that this system is imperfect and that the owner or draft manager or commissioner is in no way responsible for draft mishaps. If an abscent GM does not provide a list for an on-line draft date then his picks will be skipped.

FRANCHISE

1i: Location Name: A franchise location has to be named after a real city or state in the American continent

2i: Location Moves: Franchise locations can be moved at an owner's request without a league vote, but only if the new location will align geographically with the division they are currently in. If a franchise location move requires a division change, a 70% league approval will be needed.

3i: Team Name: An owner can name their team as they so desire as long as the commissioner or other league members don't consider it offensive.

MISCELLANEOUS

1j: Commissioner Unilateral Power: The ASBL commissioner shall be empowered to act unilaterally in the best interest of the league

2j: Losing On Purpose: An owner should never try to lose games on purpose. If an owner is suspected of losing games on purpose, the commissioner will send an email to that owner asking him to state his reasons for his strategy of the games in question. If the commissioner finds the owner's reasons unsatisfactory, the commissioner will send the owner a warning to desist immediately from his current strategy which the commissioner interprets as losing on purpose. If the same owner is suspected again of losing games on purpose, the commissioner will send an email to that owner asking him to state his reasons for the strategy of the games in question. If the commissioner finds the owner's reasons unsatisfactory, the commissioner will remove the owner from the league. Interpreting a strategy that is considered losing on purpose by the commissioner is a subjective interpretation, however the commissioner has to apply the guidelines below before accusing an owner of such a strategy:

  1. Over a 2-week period an owner has replaced his best starting pitchers for starting pitchers that are much worse.
  2. Over a 2-week period an owner has replaced his star position players for position players that are much worse.
  3. A commissioner should be aware that it is NOT the intent of this rule to punish the following types of strategies: owners who like to experiment by occasionally starting prospects over their regulars; owners who mainly use their default CM over long stretches of games; owners who are resting players due to usage problems; and lastly, owners of playoff bound teams who are resting players to protect them from injury for the playoffs.
  4. The commissioner should be aware it IS the intent of this rule to punish those owners who are blatantly losing games for the following reasons: to end up with a better draft pick for the following season; aiding or conspiring with other teams to assist in determining the playoff outcome for a season; and lastly, outright sabotage of the league.

3j: One Team Per GM: At no time shall a manager be running more than one team.

4j: Common Courtesy Rule: If an owner does not respond to their email in a three week period (this includes email from other owners who may be proposing trades) and/or does not contact the league that they will be gone for a substantial period of time, the commissioner will try to contact him by phone or e-mail, and if there is no response the commissioner has the right to replace him.

5j: Rule Voting: New rules, amendments to the rules and other voting league matters shall require a 70% vote approval, with at least half the league members voting. So for example, if a vote result is 9-3 with 12 abstentions or no-votes, the vote passes. If however the vote is 11-0 with 13 abstentions or no votes the vote will not pass.

6j: Rule Proposals: Any league member can make a proposal. If a proposal is voted down, it can be proposed again the next season only if it got at least 40% of the vote the previous season. Otherwise there'll be a waiting period of three seasons before it can come up again.

7j: Game-runner Errors: During the course of the regular season there is a chance game-runners will make mistakes. If you notice a mistake by a game-runner please notify either the commissioner or the game-runner and every effort will be made to address the problem. Game-runner mistakes will virtually never result in the re-running of games due to how regular season games are run in the league

8j: Regular Season Protest: During the regular season if an owner has a complaint concerning a game or games he can send in his complaint to the commissioner. The commissioner will review the complaint and make a judgement. If the petitioner or the petitioner's opposing team manager is not satisfied with the commissioner's judgement he can appeal the judgement and chose to bring his argument to a vote amongst a 3-person panel assigned impartially by the commissioner or bring his argument to vote amongst the entire league. Prior to making the choice of which entity shall vote the appealer will be informed of the 3 people in the panel. The appeal entity will receive an argument from the appealer and an email from the commissioner stating his reasons for his judgement. The appealer, the commissioner, and the appealer's opposing team manager cannot communicate with the appeal entity while the appeal is in process, unless the appeal entity wishes to ask a question of one of the parties. Please understand a decision will rarely result in replaying a game or series during the course of the regular season because it will severely interrupt the process of how games are run. The commissioner or appeal entity will find other ways to compensate a re-run game appeal if they feel it will severely interrupt the running of the league.
