The fourth of the green party's six main guiding
principles states, "The essence of decentralization also contains
an element of population dispersal from large towns, one of the aims being
to re-establish a balance between the rural and urban communities."[153]
However there is some confusion as to what is deduced from this principle
for one of the party's policies restricts development to places within
areas already built up, "To hold back all new developments on agricultural
land or other land not at present within the confines of an urban (including
village) area."[154] Green Anarchist.
