What is a channel operator?

The first operator of an IRC network channel is the channel founder.Now he is an operator and next to his name apears @.
The channel founder will give a number of people an operator position. Next to all of them there will be @.
The "extra rights" of an operator are:
 

1.An operator can kick chatters outside the channel.
2.An operator can ban chatters from the channel.
3.An operator is the only one who can change the chanel topic which is written above.
