After the US states of Iowa and of Wisconsin had been created (the first in 1846,
the second in 1848) out of the two territories of the same name, the leftover area
(Northern Iowa, the eastern part of the Dakotas and Western Wisconsin) became an
"Unorganized Territory".
The inhabitants nearly immediately started claiming their own organized territory.
The US Congress accepted the petition established by the Stillwater Convention and
in 1849 the area became the US Territory of Minnesota.

In 1858 the eastern part of the territory became a State of the Union, while the
western lands - the easten parts of the Dakotas - remained unorganized until 1861
when they became part of the new Dakota Territory.
