That may seem like a strange line, but it is quite relevant to STARS!. -- For example, I usually start with Weapons Tech 0 and don't try to get any until after turn 20 or 25 -- because it usually isn't needed until after then. In a recent game I found myself next to a "War Monger" race, so I had to devote lots more of my early resources to weapons tech than I otherwise would have.
However, the key is that I wasn't just reacting to the circumstance. I had a plan. I knew what sort of developement I wanted. Because of circumstances, I chose to alter it. There IS a difference!
