How can I find all the individuals who have (or don't have) More About Notes?

Use Custom Report, and select individuals. In the selection dialog, bring up the field name (Notes) in the left pane. Enter in the right pane, without quotes: "!=" (exclamation-equal). 

That will list all those whose notes are not blank. 

Leave off the exclamation point to find the ones whose notes are blank. 

Isn't that arcane?
