THE END-PRODUCT
ZAMBOANGA
CITY started the implementation of the Solid Waste Management Program
on November 20, 2001, with the establishment of the Materials Recovery
Facitlity (MRF) at Bagsakan Center, Sta. Cruz Commercial Complex, deploying
forty-four contract workers, doing segregation of bio-degradable, processing
and converting them into compost fertilizer within 5-7 days consistent
with the provisions of Republic Act 9003, in p[particular Section 20
thereof.

FACILITIES
Inside the MRF Bagsakan Center are the following machineries:

A smaller
facility with two (2) composter drums is found at the city’s slaughter
house in San Roque and a much bigger Materials Recovery Facility is
found right at the city’s dumpsite in Lumbangan Barangay. During
the year 2002, improvements were introduced at the dumpsite, in compliance
to section 36 of RA 9003, which prohibits the use of open dumps and
converting the same into controlled dumps. Thus, we now have in placed
thereat, a concrete road, slope protection to prevent erosion or landslide,
concrete fence and lighting facilities.

With the
operation of the Materials Recovery Facility both at San Roque and at
the Bagsakan Center, from January to August, 2002, the local farmers
were benefited with the distribution of more than 30,000 (40 kgs. each)
bags of compost fertilizer, for free. Distribution was done thru the
City Agriculturist’s Office. By September 12, 2002, the members
of the Sangguniang Panlungsod came up with an Ordinance ( No. 200-092).
Imposing a Fee on the Sale of Organic Fertilizer at P1.50 per kilo or
P60.00 per bag of kilos. Said ordinance took effect on September 27,
2002.
The Materials
Recovery Facility at the dumpsite in Lumbangan Barangay has 84 composter
drums, 2 hammer mills and one (1) conveyor system. It has been operational
since the last quarter of year 2002 with the hiring of 31 contract laborers
doing the segregation of biodegradable coming from the households and
commercial establishments from the different barangays within the 7-kilometer
radius of the city. Compost fertilizers are likewise harvested everyday.
