When witnesses at the scene of a murder of an unidentified man report his
dying words to be a warning to visiting human rights activist, Dr. Genevieve
Benet from Saint Germaine, Simon steps up security for her arrival for an
Amnesty International Conference.
When Dr. Benet visits the precinct to complain about the police escort
assigned to her at the airport, she adamantly refuses their offer of protection.
Blair intercedes with a more benign offer to show her around Cascade, which she
accepts.
Their progress through the city is under surveillance by one of the henchman
of President Lemec of Saint Germaine who is also in Cascade for the conference.
He plans to kill Benet to shore up his position at home and has hired a
mercenary, Janover, to purchase a high-powered, heat-seeking missile to kill
Benet as she lights the torch of peace at the outdoor conference. During the
weapons negotiations, Janover sees a surveillance team and uses the missile to
blow up their vehicle.
The go-between in the arms purchase is none other than Gustavo Alcante, Jim
and Blair's crafty ally-cum nemesis (introduced as Maya's uncle in the 2nd
Season episode Second Chance) who is actually working a sting operation for the
Federal Weapons Task Force. The task force agent, Wade Caldy, reveals that the
weapons meet went awry, that his men were killed and he suspects Gustavo. Simon
and Jim concede that while Gustavo is crafty, murder is not his style. Jim
tracks down Gustavo and they set up a new deal to catch the President's hired
gun.
Meanwhile, Blair is becoming enamored of Benet. He admires her tremendously
and is attracted to her. They share a kiss but Benet is too focused on the
conference to pursue a romance. Nor is Blair able to get her to accept
protection. Simon and Jim send Blair back to try and win her confidence, and she
eventually reveals that the murdered man was bringing valuable photographic
evidence of Lemec's human rights atrocities, which she intends to produce at the
conference to implicate Lemec.
When Jim and Gustavo arrive to attend the newly arranged arms deal, they
discover that Caldy is actually dealing the weapons himself and needed Gustavo
to take the fall. Jim and Gustavo overpower the crooked agent but not in time to
prevent Janover from escaping with the missile launcher. While Jim heads to the
park in a helicopter where the conference is being held, Gustavo makes good his
escape.
As Genevieve takes the podium and Blair stands by in support, Jim joins the
armed forces on the ground looking for the assassin. As Genevieve lights the
torch and pulls out her photographic evidence, Janover fires the missile.
When Jim spots the projectile, he fires into an oil barge moored offshore and
the resulting explosion draws the heat-seeking missile away from the crowd.
While Jim pursues Janover, Genevieve confronts the President, who offers her
his handgun and the chance to destroy him once and for all. After a tense
standoff as she points the pistol at Lemec, Blair is able to talk her down.
Jim tracks down Janover but loses his gun in the scuffle, but Gustavo arrives
unexpectedly and shoots the mercenary in the shoulder, saving Jim's life.
Gustavo again disappears in the custody of "FBI agents" who always
seem arrive just as he needs a lift.
Genevieve's photos provide the evidence they need to arrest Lemec and she
returns to Saint Germaine in triumph.
