"We have just returned from Montross, we could not but note the change that has taken place there four years. The bar-room has passed away, and in lieu we find a stock of general merchandise owned and managed by Mr. J.P. Jenkins, next we note a beautiful private cottage owned by Mr. Arthur Brown, which has been erected in the last wighteen months. Next, on the corner opposite, is Mr. J.W. Harvery's store, we find a large building in course of erection, the upper sotry of which is to be used by the Junior Order of United American Mechanics and the lower floor as a Town Hall. Just beyond we stopped to gaze at St. James and it's beautiful steeple and cross entirems(sic) of civilization, and as we approached this edifice and walked around it we could but feel the sacredness of the spot. We retraced out steps, and in passing the store of J.W. Harvey memory carried us back to other days when we noticed the benches and other pieces of furniture on the front porch which has been touched by the celebrated cutlery of Russels, Barlow and others. Mr. Harvey is at present as he was in the past, very courteous, and his place is still a rendevous for those that wish a social chat.
That old building on the public lot, which during the past twenty years has been used by Mr. George W. Sandy and others as a social hall, has been removed, and the foliage of popular and mulberry shade the spot, and a beautiful rose spreads it fragrance where the social hall once stood. What a change for the better! We find the old open well of former days has been improved with a force pump of the latest patent.
Now, as to Westmoreland's temple of justice, its citizens can feel proud of it. It will compare favorably with any Tidewater Virginia.
Mr. Muse, who purchased the Cora Robertson property has greatly improved the same by adding another story to the old building and making other improveements.
The jackson Hotel, managed by Mr. Thomas Jackson is a great improvement to the town.
One of the Supervisors informed me that the next public improvement would be tearing off of the roof of the jail and adding another story, using if possible, the same roofing."
