PROPOSAL

          1) EQUAL AND ADEQUATE JOB OPPORTUNITIES-Holding Job Fairs for Moros moved by war to urban areas especially in Muslim communities in Metro Manila will lessen the prejudice because the applicants need not  to change their names into Christian pseudonyms. The program will be a joint effort between Office of Muslim Affairs, Department of Labor and Employment and Employer's Confederations.

2) PROMOTION AND REGULATION OF HALAL PRODUCTS- Halal means which is allowed for consumption of a Muslim. A food or product with Halal label means the food or product was free from forbidden ingredients. In beef and chicken  meat, the animal went into proper slaughter that conforms with Islamic laws. The move will be undertaken by Bureau of Foods and Drugs and the Bureau of Animal Industry. The project will promote proper certification of foods and products thereby creating a new consumer market and recognition of distinct Muslim way of life.

          3) MINDANAO DISASTER AGENCY- The creation of Mindanao-wide Disaster Coordinating Agency which will respond in natural and man made disaster and will conduct awareness and training in Moro communities.

          4) PROTECTION OF SMALL FISHERMEN-Strict enforcement of Republic Act 8850 and Executive Order 240 fishing laws.

          5) EDUCATION- Recognition and development of Madrasah Schools in Moro communities.              

OTHER PROPOSAL

          The first article of the Philippine Constitution will not allow the dismemberment of territorial integrity and/or diminution of its sovereignty. Hence the problem will be resolve by these long term options.

          1) ADOPTION OF FEDERAL FORM OF GOVERNMENT- In Federal Government, the people can create laws according to their belief and promote own identity, culture, customs and traditions without the need for separation from the central government.

          2) ONE NATION-TWO SYSTEM- If Mindanao or part (s) of Mindanao will be declared as Special Administrative Region, the people can create their own Legislative and Judicial system different from the central government.

          3) REFERENDUM- With the intervention of the United Nations, a referendum can be held in Mindanao like the one held in East Timor.
