CIRCUMSTANCES OF DISAPPEARANCE

On 4 June 1995 Mr. Angpok had gone to Khambathel village which is about 35 km from his village to meet a friend. While he was returning home, on the same day, he was picked up by a patrol party of 6th Madras Regiment of the Indian Army near Khambathel village. Thereafter, he was not seen again.

SEARCH EFFORTS

As soon as the family came to know of the arrest on 7 June 1995, they contacted the authorities of the 6th Madras Regiment at Chandel and enquired about his whereabouts and the reasons for his detention. But as the Army authorities did not release him or handed over to the police as required by law, the mother of the victim Mrs. R. Phanu moved a writ of Habeas Corpus in the Gauhati High Court, Imphal Bench. A case was registered on 12 June 1995 under Civil Rule (HC) No. 37 of 95.

The High Court directed the army authorities vide its order dated 13 June 1995 to hand over the detainee to the nearest police station. However, the Army is still denying the arrest.

PRESENT STATUS

Angpok is still untraced. The Habeas Corpus case is still pending in the Gauhati High Court. Advocate R. Daniel is representing the petitioner in the High Court.
