      Sir,
    I transmit to be laid before the Lords Commissioners of the Admiralty a letter from James Galloway, Esquire, Captain of His Majesty's late ship Penelope requesting a court martial may be held to try himself, officers and crew for the loss of that ship, as also to try Walter Howell, a seaman of the said ship in the charges therein set forth.

    Robert Cox, seaman of His Majesty's ship Ax..sta Lieutenant Charles St. Jacques, late a passenger on board His Majesty's schooner Grecian.
