1. Site must be child safe and friendly.
2. Site must be created by the webmaster (which must be the owner of the site).
3. Person applying must be at least 16 years of age.
4. No broken images.
5. No more than 3 broken links.
6. Site must have at least 6 pages of content, not just a bunch of links to others sites.
