The Canadian Memorial Cross is awarded to the Surviving Next of Kin (NOK) of members of the Canadian Forces who lose their life during service in an area of hostilities. This includes those who perish in a Special Duty Area (SDA).

The UN, NATO and Canada all have policies in place that allow for the posthumous award of mission medals. This includes the recently created Canadian Peacekeeping Service Medal (CPSM).

Since 1950, over 100 Canadian Forces members have lost their lives in SDA on the strength of or in support of peacekeeping operations. It is regrettable that no Memorial Cross or Mission Medal was issued to the NOK in the majority of the deaths that occurred prior to 1990.

The Directorate History and Heritage (DHH) is endeavouring to locate the NOK and identify all medals entitlements. On a case-by-case basis, upon completion of research, DHH will contact Unit commanding Officers and/or Formation Commanders to request that they effect the presentation of the medals.  (Ref: Edited version of CANFORGEN 073/01 ADM(HR-MIL) 030 261430Z Jun 01)

Multinational Force and Observers (MFO)

European Community Monitor Mission Medal

NATO Medal

1.        This message outlines the background and procedures to be followed for the exchange of SFOR and KFOR Bars for those eligible Task Force Aviano (TFA) personnel who served during OP Allied Force. Originally TFA was stood up to support NATO operations in the former Yugoslavia and personnel who met the requisite criteria received the SFOR medal. Canadian authorities  requested NATO recognize Task Force Aviano’s participation during OP Allied Force through the issue of the NATO Medal with Kosovo Bar (the KFOR Medal). NATO agreed to allow eligible members the option of exchanging their SFOR Bar for the KFORBbar. However, regulations precludes members from receiving two Bars for the same operation, consequently a KFOR/SFOR Bar exchange initiative is presently ongoing.

  1. To assist in determining options/eligibility the following is provided. OP Allied Force occurred during the period 24 Mar-10 Jun 99, a total of 79 days. There was a rotation of Canadian Forces (CF) personnel during this operation, the result being that some CF personnel served before and during the campaign, while others served during and after. As Aviano Italy is considered an adjacent area, the qualifying period for personnel serving in Aviano is 90 days, whereas it is 30 days for personnel serving in Kosovo
  2. Options and eligibility are:

A.     member has served on two (or more) tours (min 90 days each), one of which includes service during OP Allied Force. Member can receive the KFOR Medal for service during OP Allied Force and retain the SFOR Medal for previous or subsequent service

    1. Member has served only one tour (min 90 days), which includes service during OP Allied Force and member has received the SFOR Bar. Member can return the SFOR Bar and will be issued the KFOR Bar
    2. Member has served only one tour (min 90 days), which does not include service during OP Allied Force. Member retains the SFOR Bar
    3. Member served less than 90 days during OP Allied Force. Member is not entitled to any medal, however, these days count towards the KFOR Medal (or SFOR medal - member s choice) should the member return for another tour; and
    4. Member served less than 90 days before or after OP Allied Force. Member is not entitled to any medal, however, these days count towards the SFOR Medal should the member return for another tour (Ref: Edited version of CANFORGEN 051/01 221130Z May 01)
