LOCAL LEGISLATION

The Sangguniang Panlalawigan of Biliran works in tandem with the executive department in carrying out the thrusts of the present administration.

Under its legislative functions, the SP provides necessary legislation and enacts resolutions and ordinances for the implementation of development programs that will benefit its constituents. In discharging this function, the legislative body approved the General Fund Annual Budget CY 2004 as early as November 14, 2003 after a thorough atudy and deliberation. It also passed many resolutions that authorized the governor to enter into Memoranda of Agreement (MOA) on health and medical assistance, education, housing, etc. (please see Annex A). Further, it exercised its review functions by approving or disapproving various resolutions, ordinances, and amendments submitted to this august chamber by the municipal councils throughout the province.

In exercising its quasi-judicial and administrative functions, the SP maintained its office and staff well, and also heard and rendered a decision on an administrative case against a municipal mayor for grave misconduct and abuse of authority.
