Hit the start button-> look under programs for Internet Mail-> if this is the first time running Internet Mail it will ask you to select a folder, under Program Files | Internet Explorer should be fine.
Next, it welcomes you to the set up wizard-> hit Next ->enter your name as you want it to appear when you send a message-> enter your email address-> hit Next ->enter mail.web-o.net for both the Incoming and Outgoing mail servers-> hit Next ->enter your account name and password-> hit Next -> you will want to select I Connect Manually-> hit Next -> hit Finish.
