POOLE AGENDA 21

Improved Provision for Cycles in the Conurbation Project

Last year, the Poole/Bournemouth connurbation had the fastest deteriorating average road speed of any city in the UK. Poole LA21 is working to promote the opportunities for better pedestrian, cycling and public transport facilities to assist in reducing road congestion, improve air quality, and a better urban environment.

We are working to lobby the councils, and to inform the public of what we need to change. The greatest argument is won by people making the effort to get 'on yer bike'.

DateSchemes Discussed at CLAGOutcome
Jan 2001Fleets Lane SchemeConcerns about danger at crossings, lack of linkage, motorist speed and variable nature of routeIgnored
Aaron RoadScheme orignially proposed by PA21. Councillor objections to use of Pound lane around St Mary's Road. Safe Route to School was part of the philosophy of the route proposal.
Orignial proposal to link to Denmark Road and come out at Serpentine Road near Station. Design links to busy Longfleet Road by Hospital instead.
Overruled
Parkstone Heights Scheme
Park & CycleB&Q developing at low priority.
Promenade CyclingMembers raised concern about lack of clarity if system at discretion of beach officer, and lack of consistency between Bournemouth & Poole.Unresolved
Town Centre parkingAdvised that more bike bins being provided. Members suggested provision should be near road/access points, and not at Car Parks. Aesthetics and land ownership can be a problem
George RoundaboutLight control and pedestrian route across Roundabout.
Suggested this would do little for cyclists, and proposed pedestrian route seems minority need with other lights and subways around junction.
Yarmouth Road Pedestrian RefugesRaised as cycling hazard. On a bend, by drain covers, so car drivers squeeze cyclists. This was raised as a hazard before construction.
Castlemain TrailwayNeed for Resurfacing. Responsibility of Leisure Services, but would raise.
Cycle AccidentsMembers keen to know where reported accidents are occuring
May 2001Local Transport Plan (LTP)Received presentation on LTP, and proposed 5 year capital programme.

Members raised great concern about new proposed access road (5th) to Plessey site across Broadstone Way Cyclepath.

Come and Try itMembers invited to attend
Adastral RoadMembers asked to comment on scheme. Concern that Canford Heath already better served than other areas. Green paint on road treatment at crossings felt to be hazardous. Red more an indicator of danger, but apparently this conflicts with school crossing markingsNot painted at all
Sea View to Dorchester RoadPlans for Parkstone Heights junction with Dorchester Road felt too complex, and disadvantageous to cyclists. Pedestrian Buildouts and central hatching a hazard. Means of slowing traffic on Dorchester Road 3:2:1 rumble strips or light controlled crossingIgnored
Turlin Moor FootbridgeSituation update requested. Planned to be renovated in 2002/3
Tatnam JunctionUpdate on impact of Safety Scheme requested (felt to be very anti-bike with central hatching, islands and buildouts).
Cycle AccidentsFigures provided, relation to maps requested
Cycle CountsStatistics under preparation, to be circulated
Ringwood Road/Wareham Road roundaboutConcern about lane widths. To be reduced 3 to 2 lanes. DETR guidance 4.25M for nearside lanes.
Ashley RoadConcern that cyclists being forced to use pavement
Poole RoadMore central white hatching created. This is hazardous to cyclists. If space available, better providing cycling refuge.
Sept 2001LTP Annual reportIssued to members
Park and RideMembers suggested far better to incorporate cycle facilities and links to the Marshes End facility rather than the B&Q cycle specific one, which is out of the way and often unavailable.
Mountbatten ArmsInformation requested, apparently Bournemouth leading
Seldown SchemeLinking from behind swimming pool to Dolphin Centre. Pavement route, crossing roads feeding car parks several times. Members not impressed. Suggestion that it would be helpful if members met with engineers at an early design stage in future.
PromenadeRequest for count on usage made
Greenlink updateBourne Valley Route appears to be likely to be first to be developed. Grants being sought.
Strong concern from DCN again about new proposed access road (5th) to Plessey site across Broadstone Way Cyclepath.
Feb 2002Fleets LaneAppears not to be completed, particularly signing. Disappointment about execution of this scheme.
PromenadeNo decision from Leisure services forthcoming
Bisection of Broadstone Way CyclepathNo details yet available
Mountbatten Arms2 plans suggested - on road & shared pavement. Given heavy usage of this roundabout, particuarly since B&Q and other stores opened, borough favour pavement provision. Possible short cut behind garage to be investigated.
Lindsay RoadRequest from church to close cycle lane on Sundays for parking. Felt to be confusing, conflicting and dangerous to make cycle provision part time.
Promotional ActivitiesDaniel enjoying using the Recumbant bikeMembers advised of BoP Bycicle User Group (BUG) Cross channel cycle race, festival of cycling and Come and Try it road show.
FacilitiesFurther bike bins and sheffield stands have been installed
GreenlinkTo provide fire access, vegetation had to be cut back. Greenlink have funded some linked enhancements to the route.
Crossing of Branksome Wood road ws discussed. Roundabout and raised crossing for pedestrians proposed. Members strongly felt that provision for cycleway should also be raised to slow traffic, perhaps one wide raised table if two separate is a problem.
Aaron CloseDetailed maps were presented. CLAG members felt these to be very bad at junctions Dorchester Road and Fernside Road (Resorting to pavement, bisected, build-outs, hatching and refuges). We had been consulted 1 year previously, and all previous views ignored. A complete disaster.Completely ignored, built against our advice
Sea View to Dorchester RoadJunction with Ringwood Road. Again, designed completely against national and local advice. We were assured that this would not be builtIgnored
Waterloo Road schemePlanned for pavement. CLAG advised this is bottom of hierachy, but appreciate pedestrian traffic is light, and motorised heavy. Concern about crossing mouth of Tescos and linkage to other routes.
April 2002Upton RoadRedesign of dual carriageway for Park and Ride designed with no reference to cycle provision, nor discussion with CLAG. Carriageway thinned with intention of designing cycleway on pavement at later time.representations ignored
June 2002 Meeting with Head of Transportation - Borough of Poole - The Cyclists Friend ? Meeting to try and highlight why CLAG members get so upset about the schemes on the ground being completely against Borough Strategy, National guidance and our advice Powerpoint presentation

We have been working with other local groups on possibilities.
