What is C.A.P.?





WHAT IS C.A.P.?

C.A.P. is a nonprofit, tax exempt organization supported by donors and volunteers. Our purpose is to provide protection and support for abused and neglected animals, particularly horses.

C.A.P. began after four horses were found starved to death in Thomaston, CT. Their deaths uncovered serious needs in Connecticut, the state with the highest horse population per square mile. We vowed never to let this happen again.


WHAT DO WE DO?

C.A.P.:
1) Attempts to solve problems for horses and owners. Cases are accepted on an individual, confidential basis, giving emergency situations first priority.

2) Follows through on calls referred to us. Working with local enforcement and other agencies, we will rehabilitate and carefully place abused horses in new permanent homes.

3) Works to save horses from abuse by accepting donations of abused, neglected or starved horses so that safe homes can be found.

4) Assist horse owners in a variety of ways, including education, to protect horses.

5) Promotes and works for stronger, more effective legislation to prevent abuse of ALL animals.

6) Maintains a referral list of agencies which will assist persons concerned with protection of ALL animals.



WHAT HAVE WE DONE?

In the first half year of its existence, C.A.P. was responsible for raising the fine for abuse from $750 to $1,000.

Lobbied effectively for the first imposition of a jail sentence for animal abuse.

Pursued successfully the case of fifteen horses on the verge of starvation. Eleven of those horses are now in safe homes and the remaining four remained under continual watch.

Many other cases reported to us have been or are currently being investigated.



WHAT WILL WE DO?

Our Board of Directors, including legal and veterinary support, has developed a five year plan to include establishment of a permanent rehabilitation and shelter facility for abused horses.

Our legislative objectives include a Complaint Review Board and additional support and training for all local Animal Control Officers.
