1. February 26-28, 2003 - Metro Manila Community Educator’s Training in the conduct of the Community Education Campaign Against Child Trafficking, provided by ECPAT and Asia ACTS held at Sta. Rafaela Maria House of Spirituality located at Tandang Sora Quezon City (Sent one member agency- Open Heart Foundation)
2. March 12-14, 2003 - Pre-National Conference for Children and Residential Center at Bayview Hotel,Roxas Blvd.Manila by the DSWD/NCSD/ACCAP and Sweden participated by more or less hundred pax (The network sent one official member agency and 7 other members were represented )
3. March 12-16,2003 - The (ICCN) Interfaith Canter for the culture of Non- violence convening events from Quezon City to Cavite (SFAC as member of the network joined with Hope for the Youth Fdn.)
4. March 28-30,2003 - 10 OSY were invited by UNICEF through the MDSW for Leadership Training on Child’s Participation held at Splash Mountain,Laguna (5 members were represented)
5. April 6, 2003 - Training of Trainors on how to facilitate Artistic and visual Activities for children at Museo Pambata with PETA with the help of Balik Kalipay and Ms. Tessie Ang See’s Group (21 staff from 10 member agencies were represented)

1. April 11, 2003 - Girl Child Week and Women’s Month celebration at SAO/CS-College of Saint Benilde/DLSU with 74 participants (65 Girl Children and 9 staff/women)funded by UNICEF through MDSW

TRAINING ATTENDED:

1. APRIL 23- 25 , 2003

TOT on diversion program for Metro West Networks member agencies, police and
MDSW staff- There are 40 participants who attended the seminar that was conducted at St. Paul
College Manila. During the session it has left an impression to the participants that
diversion strategy would require more ironing in the court care. It was stated that the
court appreciates the idea but still there is a need for the family courts to review the
procedure.



MEETINGS CONDUCTED:

APRIL 25, 2003

OFFICERS MEETING

The officers keep the organizational meeting to approve what agendas to be discussed and make
plans/activities for the network members, herewith tasking is always defined.

APRIL 30, 2003

Regular monthly meeting at caritas manila-38 member agencies came to the meeting, it seems they
are not yet familiar with the committees membership, some members would like to get involve
in two different committes. Nevertheless, it was clarified that each one has the right to
choose which one she prefers.



FORUM ATTENDED:

MAY 20, 2003

Brainstorming on CRC by the DJPC/DLSU. The District Justice Peace Commission of the De La Salle
University would like to initiate step ahead as school rights of children oriented (a child
friendly school). Thus would like to be identified as CRC-DLSU. All DLSU schools in NCR
were represented. CWC, UNICEF and DSWD were among the speakers.

MAY 22, 2003

Mandaluyong 27 Barangays attended the forum on CRC, curfew hour, and rescue operation.
Issues and problems are defined during the conference. Clarification of role of each
sector had been explored and violations had been identified. Mandaluyong is one of the
city under Metro West Network for Children in Need of Special Protection together with manila, San Juan and Makati

MAY 24 AND 25, 2003

12th Mini-Olympics for Children in Need of Special Protection 17 NGOs join and 700 children participated. It was held at
Rizal Memorial Stadium while the swimming competition was conducted at San Andres Swimming
pool. The game was very good, because there was no competition on the over all trophy,
virlanie got it while kanlungan sa erma and konkokyo consecutively got the two next highest
positions.

MAY 12 AND JUNE 2, 2003

Rally on anti-con ass at the senate house, we were outnumbered by other group because
the communication came very close thus as a chairperson I don't exactly do and decide by
myself. Respecting the member's decision is a covenant for the network although we stand
on the same level and we agree on the same standard. The advocacy committe that is
supposed to be the lead in the activity was not there with a point that they don't know yet
the network's stand howerever with my obedience character i went to see then joined the
street call parade with personal commitment. Pastor Jess Cerbito and I were surprised that
it is only my network which is not well informed on the issue.

JUNE 18, 2003

39th Anniversary of MDSW. I'm the only NGO around presented. I was there representing
The network as partner for child welfare delivery of action. It was like a circus but very
solemnized affair holy mass was done. Director Alicia Bala, Mrs. Bheng Atienza and many
others were there to witness how far they had been in Manila for the poor.

JUNE 9-12, 2003

57 fathers representing different member agencies were provided erpat seminar in Los
Banos through NPSC. Very biblical focus that the others did not like but that majority
need it most. Director Bonoan of DSWD Program (National) was present that we feel very
important thus had provided us inspritational words. Nevertheless the members had to do by
themselves for the re-echo in their own agencies and the network level we still have to
source funds for the re-implentation of the said activities.

JUNE 12, 2003

Independence Day celebration at Luneta Grandstand. Dole Child and Youth Sector
invited NCSD who in turn delegated the Metro West Network participation in the said activity. 4 Member
agencies engaged in the props of the program. Children were given a chance to perform
artistic show, provided of transportation, and food and T'shirts. Not really meaningful
for the advocacy work for children's labor related issues. The kids never been identified
as advocates and not been given the plight's on child labor.

JUNE 26, 2003

Monthly regular meeting at MSF SWISS-ATTY. Eric Mallonga came to promote the child's
rights oriented system vs juvenile justice system, advocacy committee defined the rescue
operation of the government as low rating intervention while restorative justice session is
proposed by the program committee, issues and many problems had been raised some are
resolved by the network moreover plan had been identified in response. Mr. Von Arx reported
the olympics while each committe addressed concerns that all their members encountered.
DSWD-NCR did not come but announcement on the EAP for children rescued was done. Debate was
taken time of the children really have to be in, adults questions their capability in
handling the whole program during the assembly.

NCSD had invited the Metro West Network to join their board meeting that most focused on the mid year assembly
concern. During the meeting it was announced that all the networks will recieve some
financial subsidy from code NGO in which the network got PHP 3,000 pesos and 640 pesos for
our materials expenses. The tresurer receipt had been given and money will be deposited to
sustained the expenses in the in-coming seminar's snacks.
