American Statesmen on Education
"Philosophically" political leaders at the Federal level believed in education for the masses. It was obvious that a better-educated citizenry would make for a stronger country. It seems as if, however, that actual reforms to deliver education to all were formulated at the state, not Federal level.
Education in Post-Revolutionary Period
Money was not plentiful after he Revolution either in Federal or state treasuries. Thus, many citizens remained uneducated formally, slowing down the process of democratizing he country. The lifestyles of the common man after the Revolution made it difficult to seek out formal education. However, it appears that there was enough literacy among early Americans to seek out and read what they were interested in seeking out and reading. What to teach and how were unanswered questions that delayed the universalizing of education.
