PRINCIPALITY OF ANDORRA

In 1133, the bishops of Urgel - since before 839 already religious heads of the six Andorrian parishes (1) - also became their secular heads. In the course of the following century their authority was however contested by the lords they had appointed to administer the region, the last of these being the Counts of Foix. In 1278 an agreement - the Paréage d'Andorre - was reached, Andorra being placed under common administration. The rights of the Counts of Foix were later transferred to the kings of Navarra and in 1607 to the kings of France and their different successors as heads of state of France (1) The six traditional parishes of Andorra were : Andorra - Lorea, Canillo, Encamp, Maçana, Ordino and Santa Coloma. __________________________________________________________________________________

HEADS OF STATE

Princes Both princes (2) were represented in Andorra by Viguiers (Vicars). There were also permanent delegates entrusted with handling the daily affairs of the principality. For France this were first the Prefects of the departement of Ariège (1806 - 1882) and then those of the departement des Pyrénées-Orientales. (2) Although the Bishops of Urgel titled themselves Princes this was not recognised by the French co-princes. Linked to these events was the proclamation of the Kingdom of Andorra by the Dutch (?) adventurer Boris, Graaf van Oranje en Baron van Skossyref (King Boris I). This kingdom lasted only a few days, Boris I being arrested after he had declared war on the bishop of Urgel.
