Xie Zhenhua is Director of the State Environmental Protection Administration of China (China's highest environmental position) and holds other government positions. Xie publicly acknowledged the great severity of China's environmental problems and organized effective environmental protection companies to begin a great environmental cleanup effort. These companies work with the World Bank and other agencies to finance the needed cleanup and prevention efforts through loans, grants, incentives and taxes. They also work to solve basic ecological problems and attract foreign investment to establish joint ventures to help with cleanup and prevention. Xie has a graduate degree from the Environmental Law Research Institute of Wuhan University. In 2003 Xie (along with Denor Giovanni of Brazil) won the Saskawa Environmental Prize which was awarded by United Nations Secretary-Generall Kofi Annan.
