Congressman James McGovern of Massachusetts' 3rd district
has a 100% environmental score for 1999, according to the League
of Conservation Voters. He is a member of the House
Transportation and Infrastructure Committee, of its Subcommittee
on Aviation and of its Subcommittee on Water Resources and
Environment. He is a regional whip for his New England Democratic
