Congressman William Clay of Missouri's 1st district has a
100% environmental score for 1999, according to the League of
Conservation Voters. He is the senior member of the Missouri
congressional delegation, the third most senior member of the
House and the Minority Ranking Member of the House Education and
the Workforce Committee. In addition to his sterling

worker's rights, civil rights, human rights, family rights, the
Hatch Act reform bill, education, capital punishment, minimum
