Congressman Xavier Becerra of California's 30th district
has a 77% environmental record for 1998, according to the League
of Conservation Voters. He is also a member of the Progressive
Caucus, the House Ways and Means Committee, the Subcommittee on
Trade and the Congressional Hispanic Caucus. In addition to his
