The population of Oxnardhas risen to 158,300. This is the number used for determining the rime rate for 999. However , this figure will be adjusted in July 0f 2000.

Crime per 1,000 residente (calculated # of crimes/population x 1,000) has continued to drop from a high of 68.3 in 1992, to 40 in 1998, to 37.3 in 1999.

Significantly, all Part I Crimes were down in 1999. Perhaps more importantly, violent crime (homicide, rape, robberty, and assualt) dropped by 8.2%. Property crime (burglary, larceny/theft and auto theft) fell 6.3%.

The Criminal Justice Statistics Center, Bureau of Criminal Information and Analysis prepares a statistical report each year. Whereas the FBI crime Index total includes all Part I Crimes, the California Crime Index total does not include larceny/theft and burglary. The California Criminal Justice Statistics Center, Bureau of Criminal Information and Analysis released the following statistics on March 7, 2000, for Oxnard:

From 1998 to 1999, Oxnard experienced a 7.4% reduction in the FBI Crime Index total. The California Crime Index total drop was 12.8%.

The continuing downward trend in reported crime underscores the success of Community Oriented Policing and problem-solving as the organization strategy employed by the oxnard Police Department to addrss not only crime, but also many of the other quality of life issues that face the city. the creation of Patrol Beat Teams and the efforts of the Beat Coordinators in directing the efforst of those teams are significant factors. Problems are quickly identifired, analyzed as to cause and appropriate response, and resolved on short time lines. Additionally, the utilization of Code Enforcement and many of the other available city services to address neighborhood problems in likewise key. Schools and a host of community service roups (both private and public) in Oxnard have also been successful in their prevention and intervention efforts. Finally, community support and participation, especially in neighborhood Watch and patrol, the Chief's Community councils, and Community/Police Advisory boards, in crafting effective responses to problems is perhaps most important in reducing reported crime.

The Police Deparmtne's effective gang enforcement efforts have certainly had a positive effect on reported violent crime. Gang investigators have effectively worked with patrol Beat Teams, the Special Enforcement Unit, and the Narcotics Unit in identifyin key offenders, responding effectively to potential long-term problems, and developing sound cases for prosecution. The Ventura county Violent Crimes Task Force has played a pivotal role in the identification, surveillance, and arrest (where crimes have occurrred) of key violent gang offenders.

One analyst noted that "new police initiatives, the expansion of community policing and the continued aging of the baby boom generation out of their crime-prone years helped create this year's decline." However, as FBI spokesman Paul Bresson noted, "If there's going to be a boom in the teenage age backet in the next several years, more than likely we can say that crime will go up."
