The City of Oxnard, Incorporated on June 30, 1903, was named for the Oxnard brothers, Henry, James, Robert, & Benjamin, the builders of a Beet Sugar factory in this area. The city motto is More than just a pretty name. The official flower is the Geranium. It has a General Law Government. There is a SISTER CITY: Ocotlan, Jalisco, Mexico.

The crime statistics have been compiled for 1996 and a slight overall increase of 1.8% has been recorded for the year. Violent crime, which consists of homicide, rape, robbery and assault, registered a decrease of 4.1% for the year. Property crime, which consists of burglary, larceny-theft and auto theft, registered an increase of 3.2% for the year. Over the past four years the City's crime rate has dropped 26% on a per capita basis. Below are the statistics for 1996 vs. 1995 .

In 1996 homicides jumped 55%, reflecting an increase in youth related homicides. More than one third of the 1996 homicides involved juveniles, highlighting again the need to address youth violence problems not only here but throughout the nation... The crime rate per capita is lower now than at any time in more than twenty years.

Clearly, the department's efforts in community policing are working. The dramatic turnaround in the City's crime rate can largely be attributed to the hard work of the dedicated men and women of the department. They have done an outstanding job working in partnership with the community. Credit is also due to the residents of this City who have taken a stand against crime. Thirty-two neighborhood patrols and a very aggressive crime prevention program have proven highly successful.
