s the Building Commission attempts to concentrate on completion of the building's exterior to avoid damage from the weather, disputes continue with Councils over inadequate funds and pressure to prepare more interior spaces for occupancy.

Offices are prepared for the City Treasurer, City Controller, City Commissioners, and Park Commissioners.
First electric lights turned on in building.
East and west center pavilions are completed to 4th floor.

Conversation Hall, the grand 5 story meeting room for Councils, is completed.
All exterior facades and roofs are complete except for north center and corner pavilions. Tower reaches 118 feet.

Councils pressure for more completed interior offices, as work progresses on interior stairs and offices in southern end of building.

North roofs and pavilions completed. Tower reaches 196 feet.

Dec. 1885 Work concentrated on internal systems, elevators, boilers, electric supply and water supply. Tower reaches 266 feet.
