ith the exterior
complete, and only the tower remaining, emphasis turns to internal systems
and completion of interior rooms and spaces. City agencies create confusion
over their office needs as a mad rush begins to occupy space in the new
building.

Councils provide
$500,000 and request that work on the tower cease until interior space
is provided for all courts and municipal departments. A hydraulic elevator is installed in the tower by Otis Bros. Masonry portion of tower is complete. Construction begins on 'flying stairs' in NE and NW pavilions. |

Councils provide
$500,000 of $1,226,637 requested. Tower construction ceases and tower is capped due to insufficient funds. Work begins on installation of a dedicated 12" water main from Belmont Reservoir so gravity can provide pressure to reach upper floors. Several courtrooms are completed on south side and work progresses on heat for east, west, and south. |
