The Free Isles
This is the guard house for the North Dock Militia, the guardians of law and order in this rough area of the city. The militia currently numbers twenty. Eight are on each watch (day or night) with one other stationed at
the harbourmaster's office and one off duty.
The militia is led by Sergeant At Arms Indan Gramon, a muscular man with with an arrogant bearing.
Crime & Punishment
Major Crimes
These serious are judged by one of the five council members, usually High Priest Ramos, General Montella or Trader Tahl. Lord Kesryk only sits when magic is involved while The First only presides in extreme cases. Trials tend to be short and swift, the council is busy and can spare little time for the nicities of law. Each side will make their case after which the judge may ask one or two questions before retiring to make judgement. There is no appeal procedure.
PiracyDeath. The culprit will be hung, drawn and quartered, the remains to be displayed at the city gates for 3 years before being disposed of in the city midden.
MurderDeath. The culprit will be hung, or killed in the same way as their victim depending on the will of the judge.
KidnappingDeath or exile to the Isle Of Ashes for life with hard labour.
Theft or Destruction of Property over 1000 CrownsConfiscation of all property. The culprit will then be exiled to the Isle of Ashes for 2 years for every 1000 crowns stolen, with hard labour.
Assault resulting in Loss of Eye or LimbMaiming in the same way as their victim.
Membership of a Banned OrganisationBranding on palm and forehead.
Worship Of Thanatos or other Evil ImmortalsExile to the Isle of Ashes for 1 year with hard labour. True repentance needed in front of clerics of Koryis before allowed to leave the Isle.
Minor Crimes
These tend to be delt with by the captain of the militia responsible for the area the crime took place. Justice is even swifter than in the higher courts. The parties can appeal to be tried by the higher court but if the judgement is found to be the same the penalties can be doubled or even tripled.
Theft or Destruction of Property under 10 Crowns
Confiscation of property up to the value of three times the value stolen.
Theft or Destruction of Property under 100 Crowns
Confiscation of property up to the value of three times the value stolen. Amputation of two fingers from the left hand if first offence, two from right hand if second, branding on forehead if third. 2 years hard labour on The Isle of Ashes for each subsiquent offence.
Theft or Destruction of Property under 1000 Crowns
Confiscation of property up to the value of three times the value stolen. Amputation of two fingers from the left hand, branding on forehead and 1 years hard labour on The Isle of Ashes..
Assault
Fine detirmined by the captain not to exceed 100 crowns.
Slander or Libel
Fine detirmined by the captain not to exceed 100 crowns.
Bribary of a Member of the Law
3 months on the Isle of Ashes with hard labour.
Ground Floor
- 1. Entrance
- A member of the militia is always on duty here, ready to answer questions and offer help to members of the public. The southern portion of the counter lifts to allow access to the space behind the counter and the corridor that leads to the cells beyond. The two other doors are always locked. The south door leads to a private questioning room while the larger door leads west to the stairs to the upper floor and a larger questioning room.
- 2. Questioning Room

Here the guard captain will question his men or prisoners. A small bookcase holds a copy of the city ordinances and records of prisoners along with old copies of duty rosters. The guard captain is normally here when he is on duty unless he is needed elsewhere.
- 4. Cell Corridor

Each of the cells has a rough straw mattress, which is rarely changed, a rough woollen blanket and a straw filled pillow. The doors are double barred on the outside and have a metal grill to observe the prisoners inside. The grill can be opened and food, normally a clay cup of water or broth and a hunk of stale bread, can be passed through. Prisoners are not kept here for long, they are moved onto a larger prison, shipped out to the Isle of Ashes or executed.
