From what I can decipher - Madrid SAMUR is the ambulance for public places in Madrid. You dial 092 to reach them - 092 is answered by the police - if no specific details are known, the police radio dispatcher puts out the call on the UHF police channel and the VHF SAMUR channel. If the caller can give medical details, the call is transferred to a SAMUR calltaker.
SAMUR has 11 stations in Madrid with 21 doctor ambulances and 26 basic units (plus 18 bicycles). Response times are 7 minutes ("13 minutes globally" - whatever that means). Death rates have dropped 50% since 1990 when the ambulance service was reorganized.
Here is the some text from the SAMUR website. ------ The access to the power station [comm center] of Samur communications is made through the municipal telephone number of emergencies 092 , number known by the general and used population for all type of calls on events in the public thoroughfare of our municipality.
The first level of telephone attention makes the operators of emergency of the 092 assigned to the body of Municipal Police. From the call it can here follow two ways according to procedure.
Calls with non-specific information. ------ They are those in which it is not had direct data on the number of patients nor of their injuries, such as traffic accidents without still specifying and with little information, fires without confirmed victims, etc. In this case telephone operator 092 introduces the incidence in the application T.A.I.
