Legally, yes. The GMRS regulations do not forbid the type of use, per se, within applicable laws and regulations.
What the regulations require, is that each individual member of the group have their own, individual GMRS license.
Groups cannot have one license for use by the whole club.
Additionally, a group does not have exclusive channel rights to any channel. You cannot kick another licensed GMRS user off "your channel". You do not have a channel of your own. ALL frequencies covered by the GMRS service must be shared amongst all licensees.
The General Mobile Radio Service was created for personal use. Use by any group defeats the entire purpose of GMRS. GMRS was created for the purpose of individuals to communicate with other family members.
Groups should consider getting licensed in the business radio service if they require more privacy. Frequencies are coordinated to help avoid interference.
Also the new eXRS (Extreme Radio Service) is a service that does not require a license.
