Such a response framework of answer might be, "you say that the Novice or beginning neophyte license needs to be easy to obtain and should be geared or oriented to the intellect of teenagers, I think that .....". If such a specific response or suggestion was made in this format, it would be easily understood what the context of your response was. Believe me, with the number and quantity of responses we are getting, without such context, there is a deluge of reading, analysis, and in some cases guessing required before we can even attempt an answer!
