Khauff means fear. The film is about the fear to tell the police about a crime one saw and disclose the criminals' details. Neha (Manisha Koirala) is an airhostess. She comes to Mumbai from Goa to attend the engagement party of her friend Ritu (Simran) with police officer Arjun (Sharad Kapoor). On her way back, she witnesses the murder of the ACP (Mukesh Khanna) by Samrat Singhania (Parmeet Sethi). A scared Neha does not want to tell anything to the police but the police finds her identity card at the murder spot and forces her to tell about the murder. She recognises Samrat. Neha goes to Mauritius till the hearing in the court. Samrat's father hires a contract killer Babu (Sanjay Dutt) to stop Neha from coming to the court. Babu follows Neha to Mauritius. He changes his name to Vicky and and tries to woo Neha. He kills all the people who identify him which also includes Arjun's fiancee Ritu. When Neha comes back to Mumbai to tell the truth, Babu reveals his identity and threatens to kill Neha's younger sister to stop Neha to go to the court. However Babu realises that he actually has fallen in love with Neha and now wants to save her from Singhania. But then it is too late -- Samrat after coming out from jail rapes Neha's sister. Now Neha without any fear decides to be a witness in the court and take revenge with Babu also. There are lots of loopholes in the film. Being in the making for a very long time, the film lacks continuity. The director could not think of any innovative ideas. Sanjay Dutt's hair-style changes with every frame. He has done a fair job but nothing great. Manisha Koirala is good in some scenes but bad in a few. She needs to work on her looks and dresses. Music is average.
