Body: Recently, I was assigned a simulation designed to uncover Raines
motives in keeping Kyle confined in SL27. Tower officials wondered
if he had personal reasons only, or if there were any professional
disagreements. As you know, Catherine Parker was in contact with
many of the doctors and psychiatrists working with the Pretender
Project. During this time, several children involved in the project
disappeared. It was later determined, after Catherine's murder,
that it was she who assisted in the removal of the children.
Speculation was that Raines killed her because of that. The
results of my simulation suggested something different.

Due to the information received in this sim, I conclude that
Raines was afraid that Catherine could destroy him. This, plus an
irrational jealousy towards her caused his resentment to grow, into
an obsession. He ruined Kyle in his need to stop her seeming control
over his life. He let her control him. Even after he watched the
sweeper team he was once a part of shoot her dead, she still
controlled him. She won. She is better than him. Nothing he could do
could change this. Kyle was to be a tool to kill her, without
bringing down Mr. Parker's wrath. In the end, Parker was the one who
gave him the go ahead. It is my recommendation that Raines and Parker
be removed from any security clearance to the Pretender project. Even
more, I say that Miss Parker should be taken off the Jarod case and
placed onto other duties. I fear she is more emotionally involved
than is healthy.
