Ministerial
Statement
February 2003 I sympathise deeply, with any parents who have lost a child. Families who have, in addition, been directly affected by organ retention suffer a double blow. As a Government we have taken clear steps to ensure that nobody again experiences this kind of distress. This includes a set of interim guidance that will ensure that families receive better information and support, and consent forms that will ensure that consent is sought whenever a hospital seeks to retain tissue or organs after death for purposes such as education, research or training. We have consulted on new legislation that will bring about a clearer, more comprehensive and reliable framework for tissue and organ retention and use. We will bring this legislation forward as soon as the parliamentary timetable allows. In doing this, we will be seeking to find the right balance between the rights and expectations of families, and the important benefits that can be gained from research, education and public health. While recognising the pain that has been caused by practices in the past, we should also look forward to a future in which the dignity, rights and needs of individuals are fully respected. David Lammy,
Parliamentary Under-Secretary of State for Health
