The players are the Springfield Metropolitan Police Department Special Weapons and Tactics team. They are currently undergoing a refresher course when a situation is reported at the Mayor's residence.
The scenario has been designed to enable it to be played with a small number of players over two linked approx 4 hour sessions or alternatively with a large number of players in a single approx 4 hour session over two tables or any combination in between.
