Dr Mark C. Sinclair is Professor of Information Technology and Chief Adviser to the Education Quality Office at NPIC, the National Polytechnic Institute of Cambodia. Mark has been a Member of OMF International (Cambodia) since 2001, and after one year's Khmer language study, was seconded to the Royal University of Phnom Penh as Professor of Computer Science, primarily to develop and teach on the Master of Science in Information Technology degree. In academic year 2005/6, Mark returned to the Department of Electronic Systems Engineering at the University of Essex, to carry out research in preparation for his return to Cambodia in August 2006, when he joined NPIC.
Mark received the BA and MA in Electrical Sciences from Pembroke College, Cambridge in 1985 and 1989, and the MSc in Telecommunication and Information Systems (with Distinction) and PhD in Electronic Systems Engineering from the University of Essex in 1990 and 2001. After six years in the design and development of System X at Plessey and GPT, he joined the Department of Electronic Systems Engineering of the University of Essex as a lecturer in 1991. In 2001, Mark and his wife, Shirley, were accepted to serve in Cambodia with OMF International, a Christian agency working in East Asia. Mark's long association with the University of Essex continues, however, as he remains a Visiting Fellow of the University. After one year's Khmer language study, in 2002 Mark was seconded by OMF to lecture in the Computer Science at the Royal University of Phnom Penh, and Shirley became OMF Team Librarian. They have two children, Lisa (14) and Martin (11), who attend Hope International School in Phnom Penh.
Mark's research interests include telecommunications network design, evolutionary algorithms, object technology and software agents. He is a Chartered Engineer, a Member of the Institution of Engineering and Technology (IET), a Member of the Institute of Electrical and Electronic Engineers (IEEE) and an individual member of EvoNet, the European Network of Excellence in Evolutionary Computing. He is co-author of "Principles of Performance Engineering for Telecommunication and Information Systems" (IEE, 1997), and has authored and co-authored more than 50 technical papers. In his last academic year at the Royal University (2004/2005), Mark supervised research projects for the six merit students on the Master of Science in Information Technology degree, and taught three Masters modules: Network Design; Object-Oriented Analysis Design & Programming (Part 1); and Object-Oriented Analysis Design & Programming (Part 2). Now at NPIC, alongside acting as Chief Adviser to the Education Quality Office, he mentors and teaches informal classes to academics from the IT and allied departments in e.g. Java Programming, Design Patterns and Technical English.
