In medium bowl, stir together Wonderslim or Lighter Bake with brown and white sugars. Add water, milk and vanilla; stir well. Combine flour, cocoa powder, salt and baking soda; add to sugar mixture and mix well. Stir in oats and white chips.
Press in 15-by-9- or 13-by-9-inch baking pan, coated with nonstick baking spray. (It's OK if pan isn't completely covered with batter since batter will spread during cooking.)
Bake in preheated 350-degree oven for 20 to 25 minutes. Cut into bars when cool.
