In saucepan, combine chips and butter, cook and stir over low heat until melted. Add milk and mix well.
In a medium bowl, combine flour, nuts, chocolate mixture, and vanilla. Mix well.
Shape 1 T of dough around each kiss covering completely. Place 1" apart on ungreased cookie sheets. Bake 6-8 mins. Do not over bake as cookies will become firm as they cool.
Remove from cookie sheet. Cool.
In small saucepan combine white bark and oil. Cook stirring over low heat until melted. Drizzle over cookies.
Store tightly covered.
