Preheat oven to 350 degrees
Sift together flour, salt, and baking soda; set aside.
Cream butter and brown sugar until light and fluffy. Add eggs and vanilla; mix well. Stir in dry ingredients; mix well. Stir in oats. Press mixture over the bottom of a 13-inch by 9-inch pan.
In a medium saucepan, combine condensed milk and chocolate chips. Stir over low heat until chocolate melts; stir in butter. When mixture is smooth, stir in walnuts and vanilla.
Pour over flour mixture in pan. Bake 25 minutes.
