We have learnt your statement, dated Jan 13, 1998 on the Kurdistan Worker’s Party (PKK) which was banned on Nov. 26, 1993 in Germany together with its subsidiaries that it was not in the category of a terrorist organization, with a great grief being an institution having belief in “the joint struggle against the international terrorism.”

We are in difficulty to conform your explanations with democracy and human rights since you have given credit to the PKK with your words which, in fact, the PKK was known a terrorist organization by the international public opinion and was put in the list of USA on the terrorist organizations.

In your explanaiton, reminding us the words of Abdullah ÖCALAN, (APO) the leader of the PKK, in 1995, you stated that APO was given promise not to violate the German constitution and he took his promise.

Then, we want to ask you how you would explain the words of ÖCALAN on Jan 28, 96 in the MED TV which follows; “If I sent the funeral of 50 German civilians, do not asthonish. When we aim at an economic target, will not pay attention how much German there are and how many of them are belong to the other nations. But the Germans are always the number one...”

Again we do not think that the German public opinion will forget soon, the assaults of the PKK terrorists against the German Police in the occasion of the Nevruz celebration dated March 16, 1996.

Can we consider the reality as if it never happened that the PKK has murdered total 4776 civilians including children, women, teachers, and religious men and the Kurdish origin people and wounded total 5334 civilians since 1984?

If we do not consider them as a terrorist organizaiton how sohuld we call them, while they are murdering the innocent people, what must be understood from the word of “the terrorist organization?”

It is again a reality known by the world public opinion that the terrorist organization, the PKK has been involved in the drug trafficking, arm smuggling, extortion, human trade, money laundering, forgery and organized crimes besides the murdering of the innocent people.

We want to stress that all the responsible members of the international public opinion should get away from the explanations which may mean that terrorism is such an action that can be envied and the deeds are the profits of the organization.

Meanwhile, we want to remind the resolution of the court of European Council of Human Rights on Nov. 25, 1997 that the PKK is a terrorist organization and resort to the violation, to you and to the internaitonal public opinion.

We think that your explanation is a political but not juridical one. We want to emphasize that nobody or no state has the right of giving advantage to terrorism in order to get rid away terrorism and the German public opinion know the best the terrorist acts perpetrated by the PKK in Germany.

Such kind of explanations disregard the beliefs of the people who are the victims of terrorism in Turkey, Northern Iraq, and Europe but give courage to the terrorists.

As being the citizens who believe in the human-rights and democracy we hope that you, being the Federal Attorney General of Germany, revise your explanation once more and never forget the sensitivity of Turkish and German public opinion on the PKK.
