  10. They brought up new points in rebuttals. As that isn't allowed, every new thing must be ignored.

  12. (Aff only can do this) If they produce a counter plan, find a way to make their plan topical. Then say, "since their counter plan is topical to the resolution, they have agreed that there are harms in the status quo. They have shown that the affirmative should win because of this."

  13. If they say anything about other stated having their plan in their status quo, then say "What is good for one state may not be good for another. That is also non-topical because it isn't applicable to the state of Utah."
